Police

    • Time seems to have stood still for the Indian police
    • As its been 115 years since we had Fraser Commission (1902-03) on Police.
    • Fraser Commission: “the police force is far from efficient, it is defective in training and organisation, it is inadequately supervised, it is generally regarded as corrupt and oppressive, and it has utterly failed to secure the confidence and cordial cooperation of the people.”
    • Since then we have seen many such commissions.
  • Kerala (1959)
  • Bengal (1960)
  • Punjab (1961)
  • Maharashtra (1964)
  • Madhya Pradesh (1964)
  • Uttar Pradesh (1970)
  • Assam (1971)
  • Tamil Nadu (1971)
  • Core recommendation: insulate the police from extraneous pressures.
  • Unfortunately, recommendations are not implemented by any state government.
  • Back in 1977, GoI felt that despite radical changes in the political, social and economic situation in the country, situation of Policing was as it was earlier on.
  • So in 1977, the Centre appointed a National Police Commission (NPC). • Between 1979-81: NPC submitted 8 reports.
  • Result: cosmetic treatment by Central Government.
  • 2006: SC gave a landmark judgement with 7 police reforms.
  • 6 for States
  • 1 for Centre Union: National Security Commission States
  1. State Security Commission to insulate the police from extraneous pressures.
  2. Police Establishment Board to give autonomy to police officers in personnel matters
  3. Police Complaints Authority to ensure greater accountability of policemen
  • As far as DGP selection was concerned, it was clearly said that only the best officer was chosen and she/he, along with other officers performing operational assignments, was given a minimum tenure of 2 years

. • Separate: Law & Order duty from Investigation

    • Seventeen states have passed Acts purportedly in compliance of the court’s directions but essentially to circumvent them.
    • The remaining states have passed executive orders which are in violation of the judicial directions.
    • Even where the mandated institutions – State Security Commission, Police Establishment Board and Complaints Authority – have been set up, their composition has been subverted, their charter diluted or their powers curtailed.
  • There is arbitrariness in the appointment of DGP, and police officers on operational assignments are shunted out for various administrative reasons before the completion of two years.
  • There is tardiness in the separation of investigative and law and order functions of the police.
  • Justice Thomas Committee, which was appointed by the Supreme Court to monitor the implementation of directions in various states, in its report (2010) expressed “dismay over the total indifference to the issue of reforms in the functioning of police being exhibited by the states.”
  • Justice JS Verma Committee, which was constituted in the wake of the brutal gang rape in Delhi on December 16, 2012, urged “all states to fully comply with all six Supreme Court directives in order to tackle systemic problems in policing which exist today.”
  • The colonial structure suits the political class because it enables them to use, misuse and abuse the police in a partisan manner.
  • Politician-bureaucrat combination is the most powerful in India.

Why it is important?

  • Our economic progress today rests on foundations of sand.
  • Haryana 2016: property worth more than Rs 20,000 crore was devastated by agitators demanding reservation.
  • Increasing number of persons of questionable background entering the legislatures and Parliament is a dangerous trend which may one day lead to the death of democracy in the country.
  • The police are not able to deal with these elements effectively and are, on the other hand, subjected to the indignity of having to protect them.
  • Prime Minister Narendra Modi’s dream of a SMART police – sensitive, mobile, accountable, responsive and techno-savvy – remains unrealised, thanks to the indifference of the state governments and the absence of any push from the Union home ministry.
  • What we have today is Rulers’ Police, what we need to and must have is People’s Police.

SC on JnK DGP

  • The Supreme Court said that the newly appointed acting Director General of Police (DGP) of Jammu and Kashmir shall continue in office till the Union Public Service Commission (UPSC) takes a decision on the matter.
  • A bench of Chief Justice Dipak Misra said acting DGP Dilbag Singh, who replaced S P Vaid, shall continue to operate and asked the UPSC to take a decision within 4 weeks on suitability of senior police officers who can be appointed as police chief in the state.
  • As per the apex court’s verdict, the state government has to give a list of senior police officers to UPSC to checktheir suitability and shortlist three names from the list.

PMO

  • Prime Minister Narendra Modi laid the foundation stone of India International Convention and Expo Centre (IICC) at Dwarka in New Delhi.
  • Prime Minister said that this Centre would reflect India’s economic progress, rich cultural heritage, and our consciousness towards environment protection.
  • He also said it is a part of the Government’s vision which gives importance to world class infrastructure, and ease of doing business.
  • PM mentioned the longest tunnel, the longest gas pipeline, the largest mobile manufacturing unit, and electricity to every household among many others.
  • He said these are illustrations of the skill, scale and speed of New India.
  • The IICC will be an integrated complex with facilities like exhibition halls, retail services and high-end offices.
  • It will rank among the top 10 in the world and the biggestindoor exhibition space in India.
  • Apart from giving boost to business and industry it is also expected to generate over 5 lakh employment opportunities.
  • The project will be developed in two phases. The first Phase will be completed by December next year while the second phase will be completed by December 2024.

FM

  • The government today hiked interest rate of small savings between 30 to 40 basis points for 3 rd quarter of current financial year starting from 1st of next month.
  • Small savings deposit of 1-3 year time period.
  • Interest rate of small savings deposit of 5 year time period has been hiked by 40 basis points.
  • Five year national savings certificate and Public Provident Fund scheme will now fetch eight percent interest rates instead of existing 7.6 percent.
  • The interest rate on Kisan Vikas Patra will now be 7.7 percent while Sukanya Samriddhi Account Scheme will have 8.5 percent interest rate annually.

HM

  • Home Minister Rajnath Singh launched India’s 1 st ever online and centralized National Database on Sexual Offenders (NDSO) in New Delhi.
  • With this, India will become the 9 th country in the world to maintain such a database.
  • The data base will have record of name, photographs, address, fingerprint and other details of convicted sexual offenders.
  • It is an initiative under National Mission for Safety of Women.
  • The database will be maintained by the National Crime Records Bureau under the Ministry of Home Affairs.
  • The database will be made available to law enforcement agencies for various purposes including investigation and employee verification.

Ministry of Defence

  • Defence Research and Development Organisation (DRDO) successfully flight tested the indigenously developed surface-to-surface tactical missile ‘Prahar’, from Launch Complex-III, ITR, Balasore, today.
  • Range stations and electro optical systems tracked the missile throughout its flight.
  • ‘Prahar’ is a contemporary weapon system capable of carrying multiple types of warheads and neutralizing a wide variety of targets.
  • The Prahaar missile has a strike range of 150 km. Fuelled by solid propellant, it is about 7.32 meters long and its diameter is 420 mm. Its launch weight is about 1.28 tonne and it can carry a payload of 200 kg.

Department of Space

  • The Ministry of Home Affairs (MHA) and Indian Space Research Organization (ISRO), Department of Space signed a Memorandum of Understanding (MoU) here today for setting up of an state-of-the-art Integrated Control Room for Emergency Response (ICR-ER) in Ministry of Home Affairs.
  • ISRO will render its technical expertise for setting up of proposed ICR-ER whereas the project will be executed under overall supervision of MHA.
  • The ICR-ER will cater to the requirement of Disaster Management as well as Internal Security.
  • The proposed Control Room is expected to be established in next one-and-a-half year.
  • Resultantly, it will increase the operational effectiveness and will be helpful in rendering timely response / assistance during various emergency situations.
