Budget for the State of Gujarat-
• The Finance Minister of Gujarat, Mr. Nitin Patel, presented the Budget for financial year 2018-19 on February 20, 2018.
• Budget size: D1,83,666 crore
• D1.72 lakh crore the previous year.
Budget Highlights
• Gross State Domestic Product of Gujarat for 2018-19 (at current prices) is estimated to be D14,96,013 crore.
• This is 13.3% higher than the revised estimate for 2017-18.
• Note that the GSDP in 2017-18 is expected to be 3.5% higher than what was estimated at the budget stage.
• Total expenditure for 2018-19 is estimated to be D1,81,945 crore, an 8.6% increase over the revised estimate of 2017- 18.
• In 2017-18, the revised estimates indicate that the expenditure is expected to be D3,221 crore lower than the budget estimate.
• Total receipts (excluding borrowings) for 2018-19 are estimated to be D1,40,927 crore, an increase of 6.8% as compared to the revised estimates of 2017-18.
• In 2017-18, total receipts (excluding borrowings) exceeded the budgeted estimate by D145 crore.
• Revenue surplus for the next financial year is targeted at D5,998 crore, or 0.4% of the Gross State Domestic Product (GDP).
• Revenue surplus in state increased to D5,946 crore in FY 2016-17 from D1,704 crore in FY 2015-16
• Fiscal deficit is targeted at D25,584 crore (1.7% of GSDP).
• Fiscal deficit comes down to 1.42% of GSDP in 2016-17 from 2.24% of GSDP in 2015-16.

Health and Family Welfare: 11.8%
Urban Development and Urban Housing: 10.3%
Tribal Development: 8.2%
Policy Highlights-
Mukhyamantri Gramoday Yojana
• Interest subvention scheme
• 6% to train 50,000 skilled and semi-skilled workers in rural areas.
• An additional 2% interest subvention will be provided to women, Scheduled Castes,
Scheduled Tribes and persons with disabilities.
• CM Rupani had said
that the budget will
have special focus
on farmers and
villages.
• “Many schemes will
be introduced.
There is no dearth
of money,” Rupani
had said.
• A provision of D1,765 crore has been made to strengthen irrigation facility in 3,73,000 acres of area of 57 reservoirs
in Saurashtra region.
Schemes and allocation of money for various areas
• D3,311 crore will be spent on water supply projects.
• Under Sardar Sarovar Yojana, D4,018 crore will be spent on constructing canals.
Swarnajayanti Mukhyamantri Shaheri Vikas Yojana
• D4,540 crore will be spent for providing civic infrastructure in urban areas.
Excise duty
• Hiked from D100/litre to D300/litre on foreign liquor (spirit and wine) being imported in the state.
• Special fee will be levied on spirit, wine and beer being imported from abroad.
Policy Highlights-
• Media: All accredited press reporters will be provided free passes in GSRTC Volvo buses.
• Recycling plant: Alang Ship recycling yard will get D20 crore for modernization
• Project Lion: D4 crore
• Aim: To provide safeguards to the Asiatic lion from extinction.
Policy Highlights-
• Clean drinking water: 10 schemes at a cost of D2800 cr has been started in tribal areas for providing drinking water to those residing in those areas.
• Economically backward: D506 cr.
• This will be allotted to the Gujarat Binanamat Educational & Economical Development Corporation.
• Free cycles: for 1.84 lakh gi
• Cyber Crime Control: D1 crore to start 4new cyber crime police stations.
• These will be in Surat, Vadodara, Rajkot and Mehsana.
• Bio-mining projects: D100 cr for bio-mining projects at Pirana dumping site at Ahmedabad
• Ahmedabad: D592 cr has been announced for metro train project in Ahmedabad.
Policy Highlights-
•Narmada canal: D488 crore
• For protecting the Narmada canal from unexpected flood waters and for canal automation work.
• Statue of Unity: D899 crore
• Construction of Statute of Unity – Sardar Patel statue.
Policy Highlights-
•New agriculture power connections: D1921 crore to provide 1.22 lakh new agriculture power connections
• Sea plane: D30 crore
• Sea plane services and the development of new airports.
• Solar tourism: D22 crore to develop Modhera as a solar energy based international tourist destination.
Policy Highlights-
•Gujarat University to get Research Park: Not just GTU, Gujarat University will get D42 c
• Boat Ambulance: D2 crore for starting a boat ambulance service in coastal areas of the state.
• Perinatology Institute: D1 crore to start the Gujarat Perinatology Institute at civil hospital in Ahmedabad.
Policy Highlights-
•Dholera SIR: D280 cr for development
• Dholera SIR comes under the DMIC Project with an aim to make it a global manufacturing hub.
