Context

  • The Union Cabinet has given ex-post facto approval for the Establishment of an International Coalition for Disaster Resilient Infrastructure (CDRI) along with its supporting Secretariat Office in New Delhi.
  • It will be officially launched by PM during UN Climate Summit in New York on 23rd September 2019.

CDRI

  • Proposed to be launched at the UN Climate Action Summit in New York, USA on 23rdSeptember 2019.
  • Organized by the UN Secretary General.
  • Event will bring together the largest number of Heads of States to generate commitments for combating the effects of climate change and resulting disasters.
  • Establishment of the International ‘C.D.R.I.’ along with its supporting Secretariat office in New Delhi;
  • Establishment of the Secretariat of the CDRI as a Society
  • The memorandum of association and by-laws of the ‘CDRI Society’ will be prepared and finalized by the National Disaster Management Authority (NDMA).

 Impact

  • The CDRI will serve as a platform where knowledge is generated and exchanged
  • It will bring together technical expertise from a multitude of stakeholders.
  • It will create a mechanism to assist countries to upgrade their capacities and practices.
  • Economically weaker sections, the most vulnerable to the impacts of disasters will be benefitted
  • In India, the north-eastern and Himalayan regions are prone to earthquakes, coastal areas to cyclones and tsunamis and central peninsular region to droughts.
  • It will also benefit all areas with high disaster risk.

Significance

  • A global coalition for disaster resilient infrastructure would address concerns that are common to developing and developed countries, small and large economies, countries at early and advanced stages of infrastructure development, and countries that have moderate or high disaster risk.

India’s Zero Casualty Policy

  • It refers to Indian Meteorological Department’s “almost pinpoint accuracy” of early warnings that helped authorities conduct a well-targeted evacuation plan and minimise the loss of life

Disaster risk reduction

  • Disaster risk reduction means identifying the underlying hazards and vulnerabilities, natural or anthropogenic, and taking necessary measures to prevent the creation of disaster from the beginning.
  • Disaster risk reduction is very critical as disasters are intertwined with development in a three-dimensional nexus.

  • A disaster is a result of natural or man-made causes that leads to sudden disruption of normal life, causing severe damage to life and property to an extent that available social and economic protection mechanisms are inadequate to cope.

  • India is vulnerable, in varying degrees, to a large number of disasters. Around 59% of the landmass is prone to earthquakes of moderate to very high intensity.

Stages in Disaster Management

  • There are three key stages of activities in disaster management:
  • Before a disaster: to reduce the potential for human, material, or environmental losses caused by hazards and to ensure that these losses are minimised when disaster strikes;
  • During a disaster: to ensure that the needs and provisions of victims are met to alleviate and minimise suffering; and
  • After a disaster: to achieve rapid and durable recovery which does not reproduce the original vulnerable conditions.

  • People-centered development strategy.
  • Strong political will,
  • Decentralised planning, implementation and monitoring and control.
  • Institutionalising national systems and capacities.
  • Integrating the sustainable development goals.
