A BRIEF HISTORY
Countering America’s Adversaries Through Sanctions Act Sanctions on Iran, North Korea, and Russia NOTES On 20 September 2018, the U.S. government for the first time imposed secondary sanctions under CAATSA by sanctioning China′s Equipment Development Department of the Central Military Commission and its director, Li Shangfu, for “engaging in significant transactions with persons” on the List of Specified Persons, namely for transactions that involved ″Russia’s transfer to China of Su-35 combat aircraft and S-400 surface-to-air missile system-related equipment″

ANALYSIS OF SANCTIONS IMPOSED ON CHINA CAATSA section 231 requires that at least five of the twelve sanctions described in CAATSA section 235 be imposed on a person that President Donald J. Trump determines has knowingly engaged in a significant transaction with a person that is a part of, or operates for or on behalf of, the defence or intelligence sectors of the Government of the Russian Federation.
There are four major areas that the sanctions cover: U.S. property, a visa ban, export denial, and the U.S. financial system.
THE POINT THAT HURTS CHINA
The greatest risk to China, therefore, may result from the fourth area of sanctions, “a prohibition on foreign exchange transactions under United States jurisdiction,” and “a prohibition on transactions with the United States financial system.” If China now wants to enter into any contract with Russia or any other nation that involves U.S. dollars, the conversion or transaction of U.S. dollars to consummate those deals means that they run up against the sanctions just levied by the U.S. government. Why? Because U.S. dollars, by definition, wherever traded, exchanged, or used as currency, are part of the “United States financial system,” as cited in the sanctions.

THE PROBLEM FOR U.S
- Lose-lose situation for the United States:
- Not go after India: look weak and show the other players that there’s no teeth to enforce sanctions.
- Go after India: alienate them in a time of them having a grower importance.
