Gulf in strategic precepts

  • Exceptional warmth between India-Japan
  • Both are for each other “special strategic and global partners”
  • Bilateral trade: $20 billion. Which is bit below than potential.
  • Since early 2010: both nations are talking about joint infrastructure projects, but not a single project has taken off yet.
  • The framework of Indo-Japanese defence ties has grown considerably.
  • the joint declaration on security cooperation,
  • the action plan to advance such cooperation,
  • a defence equipment transfer agreement,
  • a classified military information security protection agreement,
  • the ongoing logistical support cooperation talks
  • Yet, 10 years later, the two sides have failed to realise the sale of a single defence article .

 Avoidable crisis

  • Plunged the country into a political crisis
  • Parliament suspended till November 16.
  • Fast-deteriorating relationship was an open secret
  • Ranil challenged Rajapaksa-Sirisena combine to take a floor test.
  • All this has come at a time of economic fragility, with a plummeting rupee, soaring unemployment and rising living costs.
  • The best forum to test political clout in a democracy is the legislature.

The paradox of faith

  • Types of faith: faith in a person, a system, a government; faith in systems of thought like liberalism and secularism.
  • It is related to promise & sustained very often by hope.
  • Faith is thus always more than mere believing. It is about expectations, promises, hope and the future.
  • Faith in god might mean any of the following: that god exists, that god will fulfil our expectations, that we can trust god to take care of us, and so on.
  • God and time
  • Almost without exception, all religious mystics have had moments when they have undergone a major crisis about their belief.
  • All faith has some notion of trust and surrender but true faith in god has often been equated with complete surrender.
  • When humans decide to act to protect their gods, they are only manifesting their lack of trust in god as well as their belief that they have to act to protect the divine.

In the court of last resort

  • Delhi Special Police Establishment Act: two-year fixed tenure.
  • High powered committee consisting of the Chief Justice of India, the Prime Minister, and the Leader of the Opposition (or a member of the largest Opposition party in the Lok Sabha) can take a call on transfer.
  • This was introduced in 2013 by the Act constituting the Lokpal.
  • Till then CVC was running the show •
  •  Government controls
  • CBI’s administration
  • Selection of officers on deputation
  • Problem: CBI has to probe governmental corruption.
  • Here lies Conflict of Interest
  • Conferring autonomy on CBI is a must.
  • CBI has failed consistently: in the 2G cases, preventing Vijay Mallya’s flight, and in taking other bank fraud cases to their logical conclusion
  • Making CBI accountable to a bipartisan committee of Parliament
  • Making CBI accountable to a special governing body consisting of the PM, home minister, CJI and leader of opposition.
  • Eradicate: Current deputation system
  • CBI must cultivate its own cadre of officers.
  • The office of CBI director should come with its own prestige and his post-retirement reemployment in any government supported organisation should be banned (his compensation and pension should be suitably generous to compensate for this).
  • Perhaps full records of closed cases should also be made accessible under RTI, after the lapse of five or 10 years.
