WHAT HAPPENED RECENTLY?
- Speakers of Parliament from Afghanistan, Bangladesh, Bhutan, India, Maldives, Pakistan and Sri Lanka, assembled in Malé, Maldives, on 1 and 2 September 2019, for the fourth South Asian Speakers’ Summit on Achieving the Sustainable Development Goals (SDGs) organized jointly by the People’s Majlis of the Maldives and the Inter-Parliamentary Union (IPU).

USA IS NOT A PART OF IPU
- The IPU was established in 1889 as an association of individual parliamentarians and the world’s first permanent multilateral political forum. The United States was one of the original participants in IPU activities begun in 1889 and formally joined in .
- Congressional participation in the IPU gradually diminished. In July 1997, Congress (through the Clerk of the House and Secretary of the Senate) notified the IPU that, given the diminished congressional participation, the U.S. Congress could no longer justify the annual U.S. contribution of almost $1 million or 15% of the IPU annual budget and had decided to reduce its membership status and proposed to make an annual donation of $500,000 to support the aims of the organization. The IPU Executive Committee did not accept the offer so, in 1998, Congress passed legislation to end U.S. participation on October 1, 1999
BACKGROUND: SPEAKERS’ SUMMITS
- This is the fourth event in a series of Speakers’ Summits for the region on SDGs, the previous three having been hosted by the Jatiya Sangsad of Bangladesh (in 2016), the Sansad of India (in 2017) and the Parliament of Sri Lanka (2018).
KASHMIR ISSUE
- India had a heated discussion during the summit over the Kashmir issue with Pakistan, where India rejected the politicization of the forum by raising internal issues of a particular country.
- The joint statement released by the leaders in Male unanimously supported India’s bid regarding Kashmir, & claimed it to be an internal matter of India, overlooking Pakistan’s claims.

OUTCOME OF THE SUMMIT
- At the end of the summit, Male Declaration was adopted by the leaders.
