What has happened?

  • The daughter of Afghanistan’s ambassador to Pakistan Najibullah Alikhil was briefly abducted and tortured before she was released, the Afghan foreign ministry said on Saturday.
  • “The daughter of the Afghan ambassador to Islamabad Silsila Alikhil, was abducted for several hours and severely tortured by unknown individuals on her way home,”
  • The Afghan foreign ministry said in a statement.
  • The incident happened on July 16.

  • The report said her abductors held her for over 5 hours and that she was brought to the hospital in Islamabad by police.
  • There were no details about the abduction itself or the circumstances of her release.
  • A hospital medical report, seen by the Associated Press, said she suffered blows to her head, had rope marks on her wrists and legs, and was badly beaten.
  • There was a suspicion that she had several broken bones and X-rays were ordered, the report said.

Afghanistan angry

  • The Afghan foreign ministry said it strongly condemned this “heinous act” and expressed concern for Afghan diplomats and their families in Pakistan.
  • Condemning the act, the Afghan ministry called on the Pakistan government to take immediate necessary actions to ensure the security of the Afghan embassy and consulates.

Pakistan’s response

  • Pakistan called the attack “disturbing” and said security at the residence of the Afghan ambassador in Islamabad has been reinforced.
  • Pakistani Prime Minister Imran Khan wanted the matter treated as top priority and the culprits caught within 48 hours, Interior Minister Sheikh Rashid Ahmed said.
  • No one has been arrested in connection with Friday’s assault on Silsila Alikhil, 26.
  • Hamid Mir, a Pakistani journalist who survived a 2014 shooting in the southern city of Karachi, asked how something like this could happen in Islamabad. “What is the use of expensive safe city cameras?”
  • Most of Islamabad’s neighbourhoods are upmarket, with wide, tree-lined boulevards.
  • The Pakistani capital is home to all the diplomatic missions in the country, the majority of them located inside a heavily fortified enclave.
  • The Afghan mission, however, is outside that enclave.

Diplomatic protection

  • In International law, diplomatic protection is a means for a state to take diplomatic and other action against another state.
  • The Vienna Convention on Diplomatic Relations of 1961 is an international treaty that defines a framework for diplomatic relationsbetween independent countries.
  • It specifies the privileges of a diplomatic mission that enable diplomats to perform their function without fear of coercion or harassment by the host country.
  • This forms the legal basis for diplomatic immunity.

Ashraf Ghani lashed out at Imran Khan

  • On Friday, with Pakistan Prime Minister Imran Khan listening, Afghanistan’s President Ashraf Ghani had lashed out at him and Pakistan’s military for supporting the Taliban.
  • Ghani’s accusation that “more than 10,000 jihadi fighters” have entered Afghanistan from Pakistan in the last month, and that Islamabad had failed to convince the Taliban to participate “seriously” in the peace talks, was rejected by Khan.
  • Khan said it was “unfair” to blame Pakistan for the situation in Afghanistan.

WHAT’S HAPPENING BETWEEN AFGHANISTAN & PAKISTAN?

  • Relations between the two countries are fraught with suspicion and animosity.
  • They routinely trade accusations, with Afghanistan claiming that Pakistan is sending thousands of jihadi militants across the border to fight and providing a safe haven for the Taliban.
  • Pakistan in turn accuses Kabul of harbouring the anti-Pakistani group Tehreek-e-Taliban Pakistan – the Pakistani Taliban – and the secessionist Baluchistan Liberation Army.
  • In recent weeks, the Taliban have seized several districts in Afghanistan and are now thought to control about a third of the country.
  • Amrullah Saleh had said in a tweet, “The Pakistan Air Force has issued official warning to the Afghan Army and Air Force that any move to dislodge the Taliban from Spin Boldak area will be faced and repelled by the Pakistan Air Force.”

conclusion

  • “The Taliban would not have been this strong if not for Pakistan’s state support. Pakistan helps in the infiltration of foreign fighters of Lashkar, Jaish, Haqqani. They strategise on how to help the Taliban.“
  • Meanwhile, The Pakistan Foreign Office has categorically denied the charges.
  • “We remain committed to peace in Afghanistan and shall continue to endeavour towards this end irrespective of the detractors,“ the Pakistan Foreign Office said.
