BASICS

The NSC(National Security Council) is the apex body of the three-tiered structure of the national security management system in India.
The other two tiers are the Strategic Policy Group, and the National Security Advisory Board.

NATIONAL SECURITY ADVISORY BOARD

The National Security Advisory Board(NSAB) consists of a group of eminent national security experts outside of the government. The new board has been re-constituted in July 2018, with P S Raghavan, former Indian Ambassador to Russia(2014- 16), as its head. It has a tenure of two years.

NATIONAL SECURITY COUNCIL

It was established in 1998 (When Atal Bihari Vajpaye was PM) Besides the National Security Advisor (NSA), The Deputy National Security Advisor (DNSA), The Ministers of Defence, External Affairs, Home, Finance of the Government of India, and the Deputy Chairman of the NITI Aayog are members of the National Security Council.

CABINET COMMITTEE ON SECURITY

The NSC was viewed as a body that would take a holistic view of national security issues based on the advice and specialist studies done by its constituent bodies, but the executive action on them would remain the purview of the Cabinet Committee on Security. CCS is chaired by the Prime Minister of India and comprises the Minister of Defence, the Minister of Finance, the Minister of Home Affairs, and the Minister of External Affairs.

WHAT HAPPENED RECENTLY?

Union Government has reconstituted Security Policy Group (SPG) under chairmanship of National Security Advisor to assist National Security Council (NSC) in strategizing on matters dealing with external, internal and economic security of the country. National security advisor Ajit Doval has replaced cabinet secretary as the head of the Strategic Policy Group (SPG)

The Cabinet Secretary is the top-most executive official and senior-most civil servant of the Government of India.

Composition of SPG
It will be 16-member body chaired by National Security Advisor (NSA) Ajit Doval. Its members will include NITI Aayog Vice Chairman, Cabinet Secretary, Chiefs of the three defence services, RBI governor, foreign secretary, home secretary, finance secretary and defence secretary.

THE POWER OF AJIT DOVAL

National Security Advisor – The National Security Adviser (NSA) is tasked with regularly advising the Prime Minister on all matters relating to internal and external threats and opportunities to India, and oversees strategic and sensitive issues on behalf of the Prime Minister.
The NSA of India also serves as the Prime Minister’s Special Interlocutor with China as well as the envoy to Pakistan and Israel on security affairs.
