Assam's Government Scheme: Mission Basundhara for Land Record - Burning Issues

In the 2022 Budget of Assam, Mission Basundhara 2.0 has been introduced to offer next-generation land-related services.
असम के 2022 के बजट में, मिशन बसुंधरा 2.0 को अगली पीढ़ी की भूमि से संबंधित सेवाओं की पेशकश करने के लिए पेश किया गया है।
This will enable the realization of land revenue from the rightful owner and allow them to use the land as collateral to unlock the value of the land.
यह सही मालिक से भू-राजस्व की वसूली को सक्षम करेगा और उन्हें भूमि के मूल्य को अनलॉक करने के लिए भूमि को संपार्श्विक के रूप में उपयोग करने की अनुमति देगा।

In October 2021, Assam government had started the scheme portal in order to provide land revenue services along with providing the public an easy access for their land oriented work aspects.

The Assam chief minister has launched the project under ‘Mission Basundhara’ from 2nd October on the occasion of Gandhi Jayanti.

This mission was started with an aim to remove or eliminate the middlemen from the system and not so important visits to the Government offices.

Mission Basundhara has three main components. Purification of land records in a mission mode.
मिशन बसुंधरा के तीन मुख्य घटक हैं।
मिशन मोड में भूमि अभिलेखों का शुद्धिकरण।
Survey of non-cadastral villages
Survey of 672 villages to commence from 2nd October, 21 and to be completed by 31st March 2022.

गैर भूकर गांवों का सर्वेक्षण

672 गांवों का सर्वेक्षण 2 अक्टूबर, 21 से शुरू होकर 31 मार्च 2022 तक पूरा किया जाना है।
Re-survey of cadastral villages Re-survey of all the cadastral villages of Assam to be completed by 31st December, 2023.
भूकर गांवों का पुन: सर्वेक्षण असम के सभी भूकर गांवों का पुनर्सर्वेक्षण 31 दिसंबर, 2023 तक पूरा किया जाना है।

Bhu – AADHAR for Assam

Recently, Unique Land Parcel Identification Number was launched for Assam which can resolve most of the land disputes.
हाल ही में, असम के लिए विशिष्ट भूमि पार्सल पहचान संख्या शुरू की गई थी जो अधिकांश भूमि विवादों को हल कर सकती है।
The initiative plans to issue a 14-digit alpha numeric geo spatial unique identification number, which is called as Bhu – AADHAR for every land parcel of the state.
इस पहल की योजना 14-अंकीय अल्फा न्यूमेरिक भू-स्थानिक विशिष्ट पहचान संख्या जारी करने की है, जिसे राज्य के प्रत्येक भूमि पार्सल के लिए भू-आधार कहा जाता है।
As a part of digitisation efforts, the Government of India planned to implement a 14-digit number to identify also called the Unique Land Parcel Identification Number (ULPIN) for every plot of land in the country.

The ULPINs are estimated to be rolled out PAN India by March 2022 and have already been launched in 14 states by now.
