 Ministers highlight stronger relationship with the U.S.

  •  India likely to increase oil and gas imports to $10 bn: Goyal
  • Indian Ministers sought to highlight a strong relationship with the U.S., with Petroleum Minister Dharmendra Pradhan on Monday saying that India is likely to increase its oil and gas imports from the U.S. to $10 billion in the current year. Commerce Minister Piyush Goyal said India and the U.S. had settled the broad contours of a trade deal, which would likely be announced soon.
  • The Ministers were speaking at separate sessions of the Second Annual India Leadership Summit by the U.S. India Strategic Partnership Forum.
  • “India has already increased its engagement with the U.S. on oil and gas,” Mr. Pradhan said. “Before 2014, we did not import any oil and gas from the U.S. By 2018-19, we started importing about $6 billion worth from the U.S., and this may go up to $10 billion in 2019-20. This is due to the gas-based economy this government is setting up in India.”
  • Later in the day, Mr. Goyal said that Indo-U.S. relations were “better than ever” on a country level as well as leadership level. He further said that a trade deal would have been announced by now if not for the delays due to U.S. trade discussions with other countries.
  • “By now, we would have been in a position to announce something, but counterpart in the U.S. was first caught up with talks with Japan, and then with China,” Mr. Goyal said. “The broad contours have been settled and we can hopefully come out with the first set of agreements soon.” The Commerce Minister added that India and the U.S. had the potential to work out a bilateral agreement that went beyond the “mere tinkering” they were doing today.

  • India is the world’s third-largest oil consumer and the US is seeking to increase crude oil and gas supply here. India imports 84 per cent of its oil requirements. Rising trade deficit, along with over $100 billion oil and gas bills in 2018-19, has made India more vulnerable in terms of crude oil; add to that geopolitical tension.
  • After the drone attacks on Saudi Arabia’s oil facilities, India is also looking for a stable crude oil supplier.
  • Saudi Arabia is the second biggest supplier of crude oil to India after Iraq. DGCIS data shows that after ceasing oil import from Iran, supply from other countries has risen. Imports from a country like Venezuela has risen 26 per cent.
  • India imports 45% of the total amount of natural gas it consumes. With the government’s plan to raise the share of natural gas in the country’s energy mix to 15% by 2030 from about 6.5% now, import of LNG is expected to rise. Natural gas consumption in the country rose 5% to 58 billion cubic meters in 2017-18
  • According to the oil ministry, crude oil imports from the Organization of Petroleum Exporting Countries (OPEC) decreased to 78 per cent of the total imports during the first four months of FY20 compared to 83.2 per cent during the corresponding period a year ago. “On the other hand, India’s crude oil imports from the US have increased by 213 per cent in the same time frame,” a Care Ratings report said.
  • US oil companies are producing record amounts of crude oil in the last five years. According to a report by the BP Statistical Review of World Energy 2019, the global production of crude oil in 2018 grew by a whopping 2.2 Mb/d (million barrels per day), more than double its historical average. “The vast majority of this growth was driven by US production, which grew by 2.2 Mb/d – the largest ever annual increase by a single country,” the report said.
  • Crude oil has always been a powerful diplomatic tool. In fact, after Iran, Venezuela is also under US pressure. These countries provide wider margins to India’s refiners. The end of imports from such countries may push the cost of fuel higher.

  • The Organization of the Petroleum Exporting Countries is an intergovernmental organization of 14 nations, founded on 14 September 1960 in Baghdad by the first five members (Iran, Iraq, Kuwait, Saudi Arabia, and Venezuela), and headquartered since 1965 in Vienna, Austria. As of September 2018, the then 14 member countries accounted for an estimated 44 percent of global oil production and 81.5 percent of the world’s “proven” oil reserves, giving OPEC a major influence on global oil prices that were previously determined by the so called “Seven Sisters” grouping of multinational oil companies.
  • The stated mission of the organization is to “coordinate and unify the petroleum policies of its member countries and ensure the stabilization of oil markets, in order to secure an efficient, economic and regular supply of petroleum to consumers, a steady income to producers, and a fair return on capital for those investing in the petroleum industry.”
  • The organization is also a significant provider of information about the international oil market. This has occurred most recently from the organization’s 2008 and 2016 decisions to trim oversupply.
  • Economists often cite OPEC as a textbook example of a cartel that cooperates to reduce market competition, but one whose consultations are protected by the doctrine of state immunity under international law. In December 2014, “OPEC and the oil men” ranked as #3 on Lloyd’s list of “the top 100 most influential people in the shipping industry”.
