Daily PIB Analysis For UPSC/IAS | 6th January 2019

 

Ministry of Defence

  • Visit of ADM Christophe Prazuck, Chief of the Naval Staff, French Navy to India from 06 – 09 Jan 19 in conjunction with Raisina Dialogue (08-09 Jan 19). The visit aims to consolidate bilateral naval relations between India and France, as also to explore new avenues for naval cooperation.
  • During his visit, the Chief of the Naval Staff, French Navy will hold bilateral discussions with Admiral Sunil Lanba, Chairman COSC and Chief of the Naval Staff and other senior officials of the Indian Navy.
  • A range of issues of mutual interest to both navies, encompassing maritime operations, training, logistics and maintenance would be discussed during these meetings.
  • The Indian Navy cooperates with French Navy on many fronts, which include Bilateral Naval Exercise ‘Varuna’, Interaction on Aircraft Carrier Operations and in generating Maritime Domain Awareness through the medium of Security Dialogue and Staff Talks.
  • In addition, ships from both navies make regular port calls at each others’ ports.
  • The Raisina Dialogue is a multilateral conference held annually in New Delhi.
  • Since its inception in 2016, the conference has emerged as India’s flagship conference on geopolitics and geo-economics.
  • The conference is hosted by the Observer Research Foundation, an independent think tank, in collaboration with the Ministry of External Affairs of India.(on lines of Shangri-la dialogue) The Gateway of India Dialogue is a geoeconomic conference held in Mumbai(on lines of davos forum) [co-hosted by

  • India and the Gateway House: Indian Council on Global Relations] Ministry of Home Affairs Government notifies High Level committee for implementation of Clause 6 of Assam Accord Committee headed by Shri M.P. Bezbarauah to submit report within 6 months

The Terms of Reference for the Committee are as under:-

  • (a) The Committee will examine the effectiveness of actions taken since 1985 to implement Clause 6 of the Assam Accord.
  • (b) The Committee will hold discussions with various stakeholders including social organizations, legal and constitutional experts, eminent persons from the field of art, culture and literature, conservationists, economists, linguists and sociologists.
  • (c) The Committee will assess the appropriate level of reservation of seats in Assam Legislative Assembly and local bodies for the Assamese people.
  • (d) The Committee will also suggest measures to be taken to protect Assamese and other indigenous languages of Assam.
  • (e) The Committee will recommend the appropriate level of reservations in employment under the Government of Assam for the Assamese people.
  • (f) The Committee may suggest any other measures as may be necessary to protect, preserve and promote cultural, social, linguistic identity and heritage of the Assamese people.
  • The HLC has been constituted as per Clause 6 of the Memorandum of Settlement, known as the Assam Accord, signed on 15th August, 1985. Clause 6 of the Accord states that: •“Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.”
  • The HLC will be serviced by the NE Division of MHA, Government of India.

  • 2. 2500 years of Buddhism –it gives an inclusive account of Buddhism in the last 2500 years. Its Foreward was written by world-renowned philosopher and India’s second President Dr. S. Radhakrishanan when it was first published in 1956. The present edition has been brought out with several illustrations after the inclusion of the book in the prestigious limited list of India publications which have been selected by Ministry of External Affairs for Indian Missions and libraries abroad under its ‘Bharat ek Parichay’ programme.

Prime Minister’s Office

    • PM witnesses collective e-Grih Pravesh, lays Foundation Stone for development projects in Palamu, Jharkhand The Prime Minister visited Palamu, Jharkhand. He witnessed the e-Grih Pravesh of 25,000 beneficiaries under Pradhan Mantri Awaas Yojana. He laid the Foundation Stone for the revival of North Koel (Mandal Dam) project, Kanhar Sone pipeline irrigation scheme, and strengthening of various irrigation systems and lining works. These projects are cumulatively worth over 3500 crore rupees, the Prime Minister said
