Ministry Of External Affairs (MEA)

• Commonwealth Heads of Government Meeting -CHOGM is underway in London.
• Leaders of 53 member-countries including Prime Minister Narendra Modi are taking part in the meet.
•Queen Elizabeth -II while formally opening the crucial meeting said the Commonwealth’s generosity of spirit can bring its gentle touch of healing and hope to all people globally.

MEA

• She stressed the need for reinvigorating the association of Commonwealth and its activities to secure prosperous and more sustainable world especially when young generation is increasingly connecting through innovation.
•UK Prime Minister Theresa May accorded a formal welcome to the leaders of all member countries before commencing the crucial executive round table session.
• Climate change, terrorism and interests of small and island states have been high on agenda during the CHOGM summit that began this morning in London.
• As Prime Minister Narendra Modi has been continuously advocating on bilateral and multilateral platforms, the mentions from top commonwealth leadership, including
Prince of Wales highlighted the need for building bridges among the member countries, fairer societies within them to achieve more secure world.
• Though the Commonwealth members, majority of them small and Island states, have their own areas of interests, raising concerns over trade cooperation, terrorism and climate change issues are likely to dominate the deliberations during the summit, especially when the Commonwealth is reinvigorating it self to the emerging global scenario.
• While the summit level deliberations are underway, Prime Minister Modi has held bilateral talks on the side lines of the summit with leaders of several member countries.

• An official statement said, Prime Minister Modi shared vision and views with the top leaders of commonwealth members on the sidelines of CHOGM summit.
• The Prime Minister will continue bilateral talks with several other member nations later today.
• Prime Minister Narendra Modi interacted with the Indian diaspora in his ‘Bharat Ki Baat, Sabke Saath’ programme at Westminster’s central hall in London and spoke on topics as diverse as crimes against women and children in India, his government’s performance and programmed,
and country’s foreign policy.
• The surgical strikes conducted by the Indian Army in the aftermath of the Uri attack and the National Health Protection Mission (NHPM), dubbed as ‘Modicare’, were also some topics of discussion during Mr Modi’s interaction.

‘Bharat Ki Baat, Sabke Saath’

• The Prime Minister also spoke about his personal outlook regarding serving the country and the role of criticism of the government in a democracy.
• The Center has taken steps to electrify every house of the country. In 2015, around 18 thousand villages had not seen electricity and the target was fixed to bring electricity to the villages in just 1000 days.
• Speaking at the event in London, Mr Modi said, Government worked with full pace and now nearly 150- 175 villages are left.
• The Prime Minister said, the four crore people who are spending life like in the 18th century burning lamps, will be being given free electricity connection through SAUBHAGYA Scheme. Mr Modi said, the fight against poverty will be by empowerment of poor.
• Speaking about social reformer and philosopher from Karnataka Bhagwan Basaveshwara during the interaction, the Prime Minister said, the Saint devoted his whole life towards democracy and worked to integrate the society and bring people together.
• The Prime Minister said, the work done by Bhagwan Basaveshwara towards democracy , women empowerment and social conscience motivate people across the entire world.
• The NDA government had launched the Beti Bachao, Beti Padhao Scheme in 2015 to generate awareness and improve the efficiency of welfare services intended for
girls.
•In his interaction in Bharat Ki Baat Sabke Saath, Prime Minister Narendra Modi said people used to buy him luxurious things when he was Gujarat Chief Minister.
•He started auctioning these gifts and the money earned from this used to be donated for education of daughters of drivers and peons.
•In his interaction, Mr Modi said, more than a hundred crore rupees were donated for this cause.
•National Disaster Management Authority has issued alerts advising the people to stay away from coastal areas of Western India.
•In a advisory, the NDMA said, as per the latest multi model based operational wave forecasting system at INCOIS, Hyderabad, there is a strong indication that high energy swell waves with heights between two to three meters and time periods between 17 – 22 seconds are likely to be experienced in the seas around the country.

National Disaster Management Authority

• The higher waves will be first experienced along the west coast of India and Lakshwadeep by morning hours of Saturday and subsequently the Bay of Bengal by Sunday.
•In the Bay of Bengal, the high swell waves regime is likely to continue and decrease only around Tuesday.
• The NDMA said, the low lying coast of Kerala and West Bengal are particularly vulnerable.
• Prime Minister Narendra Modi will hold bilateral talks with German Chancellor Angela Merkel in Berlin tonight.
• Mr Modi will be making a brief stopover in Germany on his way home after concluding his visits to the United Kingdom and Sweden.
•India’s ambassador to Germany, Mukta Dutta Tomar said, the Prime Minister’s visit will provide an opportunity for both leaders to exchange views on several bilateral, regional and global issues.

• Vice President M Venkaiah Naidu has said, there is an urgent need to re-think about the existing governance paradigm of the country.
•Inaugurating the 12th Civil Services Day event in New Delhi, Mr Naidu said, the essential gap today is between the grandiose conception and the ground level implementation.
•He said, there is a need for honest introspection into effectiveness and efficiency of the administrative structures and processes.

• Mr Naidu called for collectively transforming India into a nation that we can all be proud of.

• That the way forward to make a new India.
• Prime Minister Narendra Modi will confer the awards for excellence in Public Administration for effective implementation of identified priority programs and innovation to districts units and other Central and State organisations.
• As part of the Gram Swaraj Abhiyan, Ujjwala Day was celebrated all over the country today. Under it, Ujjwala Panchayats were held in different states and free LPG connections were given to the eligible women from BPL families.
• Several Union Ministers attended Ujjwala Diwas event in different parts of the country.
• Minister for Petroleum and Natural Gas Dharmendra Pradhan and Union Minister Ram Vilas Paswan attended the Ujjwala Diwas event at Darbhanga in Bihar.

• Around 15 thousand LPG Panchayats were organized on the occasion.
•Under the Pradhan Mantri Ujjwala Yojana, the government has set a target to cover eight crore
households by March 2020.
• So far, over 3.5 crore families have been provide free LPG connections.
• The initiative this will go a long way in eliminating health hazards caused by bio-mass cooking.
• That the Met office predicts “maximum probability” of normal monsoons is heartening; doubly so as the El Niño effect, which negatively impacts rainfall, is not expected this year.
• This is good news, in the backdrop of relentless farm distress.
• However, what is deemed statistically normal of the long period average precipitation would doubtless have spatial and temporal variation across the nation, and to build resilience
against it, we need proactive policy to build the required infrastructure.

Monsoon

•In addition, we need to prepare for a new normal characterized by depressed monsoons and weakening rainfall patterns due to climate change.
• The India Meteorological Department forecast is that the southwest monsoon rains (June-September) would likely amount to 97% of the long-term average, which is considered to be the normal range.
•In last several years, there has been wide variance in the monsoon’s performance.
• A clearer picture of the regional rainfall distribution would only be available in June.
• There are other vagaries as well.
• The El Niño effect, the abnormal warming of surface waters in the eastern Pacific, which negatively impacts the monsoons and occurs periodically every 3-4 years, is
not expected this year.
• But neither is the La Niña effect, the abnormal cooling of waters over the Pacific that aids the monsoons.
• Further, the Indian Ocean Dipole (IOD), the measure of the surface water temperature difference in the west and east equatorial Indian Ocean, is another factor
known to affect the monsoons.
• When waters in the west are warmer, the IOD is seen to favourably impact the monsoon.
•Unfortunately, a weak negative IOD phase, when water temperatures in the eastern Indian Ocean are higher and which negatively affect the rains, is expected to develop during the second half of the season.
• There are still other factors that shape the monsoon. •Hence the need to eschew populism and giveaways and boost irrigation, including drip-irrigation, gainfully tap solar power for pump sets, invest in cold-chain infrastructure and purposefully step-up water recharge
and storage.
