Cabinet

• The Union Cabinet, chaired by Prime Minister Shri
Narendra Modi has, in principle, approved the inclusion
of the communities, namely, ‘Parivara and Talawara’ as
synonym of “Nayaka’ at SI. No. 38 in the list of STs of
Karnataka.
• This will fulfil the long term demand of ‘Parivara’ and
Talawara’ communities for granting Scheduled Tribes
status in the State of Karnataka.
• The persons belonging to “Parivara’ and Talawara’
communities will be eligible to get the Scheduled Tribe
certificate from the State of Karnataka and will also be
eligible for all benefits meant for the Scheduled Tribes in
the State.
• The first specification of Scheduled Tribes in relation to a
particular State or Union territory is by a notified Order of
the President, after consultation with the State Government
/ UT concerned.
• Any subsequent inclusion in or exclusion from and other
modifications in the list of Scheduled Tribes can be made
only through an amending Act of Parliament.

habitation.
• Various options are being studied about the
requirements and complexities of habitats.
• The study is more towards futuristic developments.

Save our Children

• It should be an endeavour of every society or country to
create such an environment in which everyone, particularly
vulnerable groups feel safe.
• In the dark realities of 21st century kids are not safe.
• This questions our developmental policies
• Crime against children is not a new thing.
• Studies:
• National Crime Records Bureau: In comparison with 2015
data, 2016 has registered an 11% rise in crime against
children.
• Majority of crimes do take place in big states like UP,
Maharashtra, MP, Delhi and WB.
• No 1 is kidnapping and no 2 is rape
• Vulnerability and lack of safeguards in terms of law are in
fact boosting the devils to conduct such heinous crime
against children.
• Children falling in age group of 4-15 are mostly victim of
human trafficking.
• Reports indicate that out of total child trafficking case 70%
plus victim are girls.
• One reason is lack of safety at home and surrounding areas.
• A report was submitted to the Supreme Court and it reveals
that in 2016 approx. 1 lakh children were victim of sexual
crimes.
• The figure could be more, but due to some social pressure
cases are not registered by their parents.
• A pattern has also been observed that in most cases of
above given nature, it is a familiar person who conducts this
heinous crime on innocent kids.
• Without a safe environment, all our developmental plans will fail.
