• National Panchayati Raj Day
• Prime Minister Narendra Modi has said, the government is continuously working
for the development of villages.
• Mr Modi was addressing Panchayati Raj representatives across the country
from Mandla in Madhya Pradesh.
• The Prime Minister said, it is important to ensure that the amount allocated in
the budget is properly utilized for honest, transparent and timely implementation of government schemes.

Rajya Sabha

• Rajya Sabha Chairman Venkaiah Naidu has asserted that his decision to reject
impeachment notice against Chief Justice of India Dipak Misra was in strict conformity
with the provisions of the Constitution and the Judges Inquiry Act.
• Mr Naidu said, the decision to reject the notice was timely and not a hasty one and
it came after over a month of due diligence.
• CJI is the highest judicial functionary of the country and any issue in public domain
concerning him requires to be resolved at the earliest following prescribed procedures
so as to prevent the atmosphere from being further vitiated.

Ministry Housing and Urban Affairs

• Hardeep Puri has reiterated Center’s commitment for in-situ redevelopment
of slum areas in Delhi to achieve the vision of Housing for All.
• Mr Puri was speaking after laying the foundation stone for the in-situ
redevelopment project at Kathputli Colony in the national capital.
• He said, the project, will provide clean, well planned and habitable units
together with adequate social infrastructure for the people of the
colony.

Shanghai Cooperation Organisation (SCO)

• India is participating in the Shanghai Cooperation Organisation (SCO) Defence
Ministers Meeting for the first time.
• Raksha Mantri Smt Nirmala Sitharaman highlighted India’s keen interest in
developing an expanded partnership with the broader Eurasian region.
• In doing so, India has sought to build on her long-standing ties of deep mutual trust and
confidence with Russia, vibrant historical and cultural linkages with countries of
Central Asia and closer development partnership with China and to further
enhance and deepen ties with all the member countries for mutual benefit.
• Raksha Mantri Smt Nirmala Sitharaman said that many problems that confront
the region, such as climate change, cyber security, narcotics trafficking or
violent trans-national crime require solutions based on cooperative
frameworks that involve all countries and stakeholders.
• This is particularly necessary to address the persistent threat of cross-border
terrorism and extremism.
• India, she stressed, will continue to engage strongly with the SCO-Regional
Anti-Terrorism Structure based in Tashkent in this regard.

Ministry of Environment, Forest and Climate Change

• Inaugurating the four-day Asia-Pacific Regional Workshop of the UN
Convention to Combat Desertification (UNCCD).
• Emphasizing the importance of land as a resource and the need to protect and
harness its resources in a manner that does not adversely affect its health.
• Dr. Harsh Vardhan has underlined the critical need to achieve Land
Degradation Neutrality (LDN) by 2030.
• Dr. Harsh Vardhan said that nearly 24 billion tonnes of fertile soil and 27, 000
bio-species are lost every year.
• Nearly 30 per cent of the world’s population lives in dry areas.
• 8 out of 21 UNESCO World Heritage Sites are in dry lands.
• Minister mentioned Sahel Integrated Lowland ecosystem Management
(SILeM) in Burkina Faso, besides the Capacity and Management Support
for combating land degradation in dry land ecosystems in China.

Child Rapes in India

• The rape of our children is a failure of the idea of India.
• It is the erosion of the nation’s moral conscience and raises serious questions
about its integral principles.
• National Crime Report Bureau 2016: two children are raped every hour
• Communal and political forces shield the perpetrators: many of the victims
don’t even see justice in their lifetimes.
• We have knowledge, power, wealth but our children are perishing.
• Supreme Court in 2013: any case of missing children must be registered and
investigated as a case of trafficking or abduction.
• Surat: did any one follow the Standard Operating Procedure for investigating
the case?
• Government data has revealed that the trial of pending cases of child sexual
abuse will take over 50 years in some states to be completed, even if no
further cases are registered.
• Dedicate at least one full day of Parliament to the cause of children, which has never
happened in our history, to discuss a budgeted and time-bound National Action
Plan to End Child Rape.
• Assign specific tasks to those responsible – police to law enforcement agencies to the
justice delivery system and the government machinery – ensuring accountability and
rehabilitation.
• Almost one lakh children have been fighting cases of sexual abuse for decades, begging
for a form of justice that is centered on their perpetrator.
• With two-thirds of the population of a country living in a constant state of fear; it
is a breakdown of the rule of law.
