NOTES
•The Union Government has formed Defence Planning Committee (DPC), a new integrated institutional mechanism that will drive country’s military and security strategy and guide Defence equipment acquisitions.
• It will be under the chairmanship of National Security Advisor Ajit Doval.
AREAS OF CONSIDERATION
• Prepare drafts of national security strategy and doctrines, international defence engagement strategy and road map to build Defence manufacturing ecosystem.
• Work on strategy to boost defence exports, and prioritized capability development plans for the armed forces.
• Analyse and evaluate all relevant inputs relating to defence planning and foreign policy imperatives besides focusing on defence acquisition and infrastructure development plans including the 15- year-long integrated perspective plan.
• Work on development of Indian defence industry and technology advancements.
THE COMMITTEE WILL COMPRISE
•National Security Advisor (NSA).
• Foreign secretary.
•Chairman of chiefs of staff committee.
•The Army, Navy and Air Force chiefs.
•Defence Secretary
• Secretary (expenditure) in the Finance Ministry.
•The chairman of the DPC can co-opt experts into it depending on requirement.
CHIEFS OF STAFF COMMITTEE
• The COSC is composed of:
(a) Chief of the Army Staff (COAS);
(b) Chief of the Naval Staff (CNS);
(c) Chief of the Air Staff (CAS); and
(d) Chief of Integrated Defence Staff (CIDS) (non-voting member).
The senior most member of the Chiefs of Staff Committee (COSC) is appointed its Chairman. Admiral Sunil Lanba is the current head of COSC.
ADMIRAL GORSHKOV – INS VIKRAMADITYA
• The deal for purchasing the now 30-year-old warship rechristened INS Vikramaditya was signed in 2004 by the then NDA government for USD 974 million which was increased to
final price of USD 2.35 billion in 2010.

Synergy – The potential ability of individual organizations or groups to be more successful or
productive as a result of a merger.
STRUCTURE
•The DPC would submit its draft reports to the Defence Minister according to “given timelines”
following which further approvals will be obtained as required.
