Delhi-Meerut RRTS Project Link With Chinese Firm – Free PDF Download

• Out of a total route length of 82 kilometer, the elevated corridor will be for about 68 km, underground for about 14 kilometers.

• It was in March 2019 that the Prime Minister of India, Shri Narendra Modi, laid foundation stone of this project.
• The estimated cost of this project is 30,274 crore.

The current controversy

• The 82-km long Regional Rapid Rail Transit System (RRTS) is being undertaken by the National Capital Region Transport Corporation (NCRTC).
• The project is supposed to have 6 km long tunnel between New Ashok Nagar in Delhi to Sahibabad in Uttar Pradesh and an underground station at Anand Vihar.

Bids for Tunnel & Underground station

• Bids were invited on 9 November last year and
• The technical bid was opened on 16 March this year.
• 5 companies submitted bids and qualified for financial bid opening including-

1. SKEC (Korea) and Tata,
2. STEC, China,
3. L&T,
4. Afcons and
5. Gulermakgir, Turkey.

• On 12 June financial bids were opened and STEC, China emerged as lowest bidder.

Can the project be cancelled with Chinese firms?

• The Urban Development Ministry said that ,
• The project is funded under Asian Development Bank (ADB)/World Bank/Multi-lateral procurement guidelines do not allow discrimination among firms/countries.
• If the company hasn’t adopted any unfair means to qualify for the bids, then it is out of question to reject the tendering process.
• This is a crucial project, which has to be completed under the time-frame.
• Recently, contract for the rolling stock trainsets of Delhi-Meerut RRTS was awarded to Bombardier Transportation India.
• The company will manufacture the train sets at its Savli plant, Gujarat.

• The STEC quoted Rs 1,126 crore for the project, while L&T quoted Rs 1,170 crore, Gulermak Rs 1,326 crore, Tata Projects Rs 1,346 crore and Afcons Infrastructure Rs 1,400 crore.
