DIAL FIR SCHEME

  • The Uttar Pradesh Police are set to launch a first of its kind dial-FIR scheme in the country where a common man can register regular crimes without going to a police station.

ONLINE DOSSIER OF CRIMINALS

To combat crime, an online dossier of criminals in the state has also been prepared. The investigating officers in various districts of the state will be given 22,000 new i-pads soon on which we have fed a dossier of over One-lakh small and big criminals. Once they reach a crime spot they will show photos of the probable suspects of the area and other places, based on initial leads. Criminal details from the jail department will enrich this database. This dossier would help in solving a case fast as the suspects can be identified quickly. UP is the only second state to prepare such a localised online criminal database after Punjab.

NOTE

  • This will be like a regular FIR, under similar sections of IPC, and people need not come to the police station to get a case registered
  • A 2-month pilot project conducted on it in Ghaziabad has been found to be successful
  • All the small paper application-based things like getting domestic help verification, lost and found complaint, obtaining permission for taking out a procession, getting character certificate from police…a total of 22 domains of police permissions can be obtained from home online, without the citizen coming to the police station OVERHAUL Besides this, the Uttar Pradesh Police is also expanding the counter-terror combat and response grid in the state by training over 100 fresh commandos in special skills including a maiden batch of women personnel

POLICE FIR

  • Information related to any criminal offence registered with police for police action is called First Investigation Report (FIR). FIR is a written document prepared by police after receiving information about some cognizable offence.
  • This information is often registered as a complaint by the person who is the victim of such a crime. Any person can inform the police about any crime either in writing or orally.
  • According to section 154 of IPC 1973, the procedure of an FIR is defined. It is that informative document based on which police carry the legal proceedings further.

WHAT IS A ZERO FIR?

  • In order to simplify the process of further investigation, it is taken into consideration that FIR to the complaint is filed at the police station related to the site of an offence, but at times situations arise, when the victim has to file the case in outside police station, in some adverse conditions.
  • But it is often seen that policemen do not take those cases seriously, which have occurred outside the jurisdiction of police station. Hence the Government has formulated the provisions of Zero FIR in such adverse situations, in order to protect the rights of the people.
  • According to this, the victim can file his complaint in any police station for any offence for a quick action and the case can be transferred to the concerned police station thereafter.
