Why in news?

  • Digital Sky Platform launched – India to start registration of drones, pilots, and operators Registration portal for online permission. Digital Sky Platform
  • New features will be developed to ease the process of flying for users.
  • To provide oversight to security agencies.
  • It is envisioned that in the future Digital Sky Service Providers (DSPs) will be extending the functionality of the platform through Application Program Interfaces (APIs).

How to get permissions?

  • Green zones
  • Yellow zones
  • Red zones
  • If an RPAS does not have permission to fly, it will not be allowed to take-off under the policy of No-Permission-No-Takeoff (NPNT).

What was the need?

  • Enhance Businesses
  • Boost indigenous drone manufactures

 Key features of Drone Regulations 1.0

  • As per the regulation, there are 5 categories of RPAS categorized by weight, namely nano, micro, small, medium and large
  • All RPAS except nano and those owned by NTRO, ARC and Central Intelligence Agencies are to be registered and issued with Unique Identification Number (UIN)
  • Unmanned Aircraft Operator Permit (UAOP) shall be required for RPA operators except for nano RPAS operating below 50 ft., micro RPAS operating below 200 ft., and those owned by NTRO, ARC and Central Intelligence Agencies
  • The regulation defines “No Drone Zones” around airports; near the international border, Vijay Chowk in Delhi; State Secretariat Complex in State Capitals, strategic locations/vital and military installations; etc

Drone 2.0 Framework

  • The Minister for Civil Aviation has constituted a taskforce on the recommendation of Drone Policy 2.0 under the chairmanship of the Minister of State.
  • This task-force which is expected to release their final report by the end of this year.
  • Drone 2.0 framework for RPAS are expected to include regulatory architecture for autonomous flying, delivery via drones and beyond visual line of sight (BVLOS) flights.

 What lies ahead?

  • Rural population.
  • More representatives from outside the drone industry including civil society organisations and advocacy groups should be involved in framing the subsequent versions of regulations.
