Chief Minister Manohar Lal Khattar led BJP government in Haryana today proposed
no fresh tax in its fourth budget for 2018-19, while keeping its size at Rs 1.15 lakh
crore
Focus on raising expenditure in key sectors, including farm, education, health,
industry, skill development and infrastructure.
Presenting the state budget fourth year in a row in the state assembly , Haryana
Finance Minister Captain Abhimanyu said the budget was aimed to “usher in a
new era of balanced growth”, while adding that he tried to take every stakeholder on
board in consonance with the theme of ‘Haryana Ek Haryanvi Ek’.
The budget proposed to reduce the rate of value added
tax on sale of natural gas from 12.5 per cent to six per
cent.
The budget outlay comprises 26.1 per cent as capital expenditure of Rs 30,012 crore, and 73.9 per cent as
revenue expenditure of Rs 85,187 crore,
total revenue target of Rs 76,933.02 crore during
2018-19 fiscal
Among tax revenue, the state FM proposed mobilisation from
GST – Rs 23,760 crore
VAT – Rs 11,444 crore
Excise duty – Rs 6,000 crore
Stamp and registration – Rs 4,500 crore Expressing government’s commitment of constructing Sutlej Yamuna Link (SYL) canal to
get its rightful share of water of Ravi-Beas, the minister proposed to allocate Rs 100 crore
For irrigation and water resources – Rs 3,222.21 crore
For health and medical education sector, the budget proposed to allocation of Rs

For education sector, the FM proposed total outlay of Rs 13,978.22 crore
Fiscal deficit which has remained within the stipulated

Haryana has launched a limited Cashless Medical Services
Scheme for government employees and pensioners. The scheme is
applicable for six life threatening conditions:
1.cardiac emergencies
2. accidents
3. 3rd and 4th stage cancer
4. coma
5. brain haemorrhage
6.Electrocution

The upper limit of up to five lakh rupees for cashless medical facility has been removed
An Asset Management Cell has been created for identifying government land
and properties, both, within and outside the state. The state is expected to raise Rs 1,000 crore by monetising these properties.
Haryana has approved the creation of a new non-banking financial company (NBFC) called ‘Haryana State Financial Services Ltd.’
The company will act as an in-house treasury manager to efficiently manage
surplus funds of public sector enterprises, autonomous bodies, and other
state entities.
The state has set up the Swarna Jayanti Haryana Institute of Fiscal
Management. The Institute will provide training and conduct research
programmes for government officials in the areas of public finance policy,
financial management, and administration

Further, the state is setting up a Sustainable Development Goals (SDGs)
Coordination Centre to implement ‘Vision 2030’ based on these SDGs.
ü Classes at the National Law University, Sonepat are proposed to
be started from 2018-19.
ü Haryana has been declared an open defecation free state.
ü 20 cities have been covered under the AMRUT scheme for urban
development.
ü The state has granted approval for the construction of 11,259

ü The government has decided to set up ‘Haryana Kisan Kalyan

ü The state has prepared a ‘Horticulture Vision’ which seeks to
double the area under horticulture by 2030
ü Under the Swachh Bharat Mission (Gramin), 6.3 lakh individual
household latrines have been constructed. It is envisaged to

ü Four projects are in the pipeline to bring 4,000 cusecs of additional water to
the Yamuna river during monsoons. These projects are:
(i) Western Jamuna Canal (WJC) Main Line Lower
(ii) WJC Main Branch
(iii) rehabilitation of parallel Delhi branch
(iv) remodelling of Augmentation Canal to construct new cement-concrete lined
channel.
Haryana has allocated Rs 741 crore for the Sarva Shiksha Abhiyan
in 2018-19.

It has allocated Rs 350 crore for MGNREGA.
Rs 160 crore has been allocated for the Pradhan Mantri Awas
Yojana (Urban).

Haryana makes solar power plants mandatory for new buildings
All new residential buildings built on a plot size of 500 square yards and above falling
within limit of municipalities, including Haryana Urban Development Authority (HUDA)
sectors, would have to install Solar Photovoltaic Power plant with a capacity of minimum
1 kilo watt in the houses which have sanctioned load up to 20 KW.
The owners would have to install a plant with a capacity of five per cent of the sanctioned
electricity load, if the building has higher power consumption than of 20 KW.
All new private educational institutes, schools, colleges, hostels, technical
or vocational educations institutes, universities having sanctioned load of
30 KW and above would have to install similar plant having capacity of
minimum five kilo watt peak or five per cent of sanctioned load, whichever
is higher.

All new private hospitals and nursing homes, industrial and commercial establishments, malls, hotels, motels, banquet halls and tourism complexes
having sanctioned load of 50 KW to 1000 KW and above 1000 KW would have to install plant of minimum 10 kilo watt peak or five per cent of
sanctioned load and minimum 50 kilo watt peak or three per cent of sanctioned load.
Haryana village to sing national anthem every morning, 20 loudspeakers
installed for Rs 2 lakh.
The residents of Jat-dominated Bhanakpur village in Faridabad district will now start their
day by listening to the national anthem at 8am.
As many as 20 loudspeakers have been installed in Bhanakpur to facilitate over 5,000
villagers sing the national anthem along, thus making the village first in Haryana and
second in India to introduce the system.

“Jammikunta (Telangana) is become the first village to do so and now Bhanakpur with a
population of more than 5,000 has become second in the country and first in Haryana
10 lakh smart meters to be installed in Haryana
To solve the various complications faced by the power distribution sector,
the Haryana government said 10 lakh smart meters will be installed in the state.
The announcement was made by Chief Minister Manohar Lal Khattar in the
presence of Japanese Minister Keniko Sen after he inaugurated the India-Japan

Smart Grid Pilot Project in Panipat.

It said that five lakh meters would be installed this year and five lakh next year.
The Smart Grid Pilot Project, being set up with the assistance of Japan, would
ensure uninterrupted power supply to domestic as well as industrial consumers
of the city.
No one would have to visit houses for meter reading. If a meter or power supply
is shut, the complaint would be resolved by the smart grid.
Under this system, about 10,000 meters have already been installed in the
district which would have complete data of the power consumed by a unit.
A rebate of 15 per cent in power tariff would be given on power consumption
between 10 PM and 5 AM.

On the urban pattern, all rural areas of Panchkula, Ambala, Faridabadand
Gurugram, are being provided 24-hour power supply. Under the scheme, Sirsa,
the fifth district, is also being added on the occasion of Republic Day
the annual interest rate of 11 per cent on power distribution companies has
been reduced to 8 per cent.

Haryana to set up NBFC for efficient management of funds
The Haryana government has decided to form a non-banking financial company (NBFC) —
Haryana State Financial Services Limited — to act as an in-house treasury manager for
efficient management of surplus funds of State public enterprises and autonomous
bodies.
The NBFC will provide better deposit rates on overnight funds of State government
entities. Besides, it would provide better deposit rates throughout the year to State
government entities.

Administration

It will be established as a limited company under the Companies Act and registered with
the Reserve Bank of India (RBI) as an NBFC.
The authorized capital of the company will be ₹10 crore and the paid up capital will be ₹2
crore in the first instance.
The entire equity of the company will be held by the State government
The Chief Secretary will be the Chairman of the company, whereas administrative
secretaries of finance, cooperation, power, industries, agriculture, town and country
planning and urban local bodies departments will be other ex-officio directors.
Surajkund crafts mela, Uttar Pradesh is the theme state for the first time
Launched in 1987 to showcase richness and diversity of the handicrafts and cultural
heritage of India, the mela has attained international stature with about 29 countries
participated this year.

Surajkund derives its name from an ancient amphitheatre constructed in the 10th
century AD by Raja Suraj Pal, one of the Tomar chieftains.
This is a unique monument as it was built to worship Surya, the Sun God and it
resembles a Greek amphitheatre.
Implement solar-based irrigation scheme in all districts:

Haryana CM

Haryana Chief Minister Manohar Lal Khattar directed that solarbased
micro irrigation schemes be implemented in all districts.
He also constituted a committee under the chairmanship of
the Haryana Renewable Energy Development Agency to chalk out a
strategy in this regard.

At present, the scheme is being implemented on a pilot basis in 14
canal outlets in 13 districts with an outlay of Rs 24.65 crore
The CM directed that the ponds lying unused in the villages should be
utilised for setting up solar panels for micro irrigation.
Agriculture Minister O.P. Dhankar issued directions for the implementation of
the scheme for providing water through solar pump sets in two blocks —
Salahwas in Jhajjar district and Indri in Karnal district.
He suggested that apart from the rural ponds, the natural ponds
in the agriculture fields should also be utilised under the solarbased
irrigation scheme.
Haryana becomes first state to launch High Risk Pregnancy portal
Haryana has achieved the distinction of becoming the first state in the
country to launch High Risk Pregnancy (HRP) Portal.
This portal not only helps in early identification of high-risk pregnant cases
up to the grass-roots level but also ensures their timely referral to the civil
hospitals for further management and delivery by specialists.
The High Risk Pregnancy Policy has been implemented across the state since
November, 2017, for identifying 100 per cent name-based high-risk
pregnancy cases, and ensuring their delivery by specialists at civil hospitals.
This innovative web application has been designed to track every
high risk pregnant woman till 42 days after delivery
Haryana had also implemented birth companion strategy under
which one female attendant would be allowed during delivery in the labour room.

The presence of a female birth companion during delivery is a step
towards improving the quality of care in labour rooms for
improving the maternal and neo-natal outcome and for respectful
maternity care
Elite Women’s National Boxing Championship took place in Haryana
On 6th January 2018, the 2nd edition of the Elite Women’s National Boxing

Railways boxers ruled the roost as Rajesh Narwal (48 kilogram), Pwilao

National Championship 2018 (A Division)
On 21st January 2018, Hockey Haryana became champions of the 8th Hockey
India Sub Junior (Women) National Championship 2018 (A Division), in
Haryana.

Hockey Haryana defeated Madhya Pradesh Hockey Academy 6-1 in the finals
and became the champions of the 8th Hockey India Sub Junior (Women)
National Championship 2018 (A Division).
Haryana to establish farmers’ welfare department
On February 6, 2018, Haryana Chief Minister ManoharLalKhattar stated that the State
Government will establish ‘Haryana KisanKalyanPradhikaran’, a farmers’ welfare
department which will be entrusted with the responsibility to make agriculture
remunerative by enhancing productivity and thereby mitigate the distress of farm
households and landless workers.

This announcement was made by Mr. Khattar while interacting with farmers during the ‘Ek
Aur Sudhar’ programme in Chandigarh.
Chief Minister of Haryana would be the ex-officio chairperson of the Haryana Kisan Kalyan
Pradhikaran, while State’s Agriculture and Farmers Welfare Minister would be the ex-officio
vice- chairman.
Haryana opens four subsidised canteens under Antyodaya AahaarYojana.

The Haryana government opened subsidised canteens in four districts — Faridabad,
Gurugram, Hisar and Yamunanagar — under the ‘Antyodaya Aahaar Yojana’ that will
offer a meal at Rs. 10 to the poor.
The government plans to establish a total of 23 such canteens.
All poor and needy people in the state can buy a food packet from these canteens at
just Rs. 10/-.
The food packet weighs 730 gm and offers 1150 calories.
Actual cost of each packet is Rs. 20/-, out of which, Rs 10 would be contributed by
the Labour Department.
Haryana govt implements project to promote micro irrigation.
The Haryana government is implementing a special project of Rs 435.23 crore in 36 over
exploited and critical blocks in 13 districts to encourage micro irrigation and recharge
ground water in the state.
Subsidies under micro irrigation under these blocks have already been enhanced to 85
per cent and the cap of five hectares of land has already been removed.
A special campaign would be organized to reach out small and marginal farmers in
uncovered villages of these 36 blocks.

Micro irrigation (also referred to as Drip irrigation) is a method under which, water is
directly placed at the root zone. This is done by allowing water to drip slowly to the roots
of plants, either from above the soil surface or buried below the surface. This method
helps in saving lot of water.
Parivartan scheme launched in Haryana
The Haryana government launched Parivartan, a scheme designed to
address 10 issues, including cleanliness and pollution, in 46 developmental
blocks of the state.
The scheme was launched by Chief Minister Manohar Lal Khattar and 46
top officials of the state, including those from the IAS, IFS and IPS cadres,
have been allotted one block each.
The 10 issues include facilitation of financing, making agriculture profitable
and sustainable, improving health services, implementing Swachh Bharat,
decongesting market areas, engaging the youth, checking air pollution,
ensuring availability of identity-related services, effective policing, and
ensuring road order and conduct
Haryana cabinet nod to death penalty for rape of victim aged 12 or less
The Haryana government gave its nod to a proposal to bring in a legislation that would
have a provision awarding death penalty to those guilty of raping girls aged 12 years or
less.
In a meeting of the state Cabinet headed by Chief Minister Manohar Lal Khattar, it was
also decided to make the existing criminal laws related to sexual offences more
stringent.
The Haryana Cabinet, which met under the chairmanship of Chief Minister Khattar,
decided to amend legal provisions like section 376A (Intercourse by a man with his wife
during separation), 376D (rape by one or more persons constituting a group), 354
(Assault or criminal force against woman with intent to outrage her modesty) and 354
D(2) (stalking) of Indian Penal Code (IPC).
In case of rape or gang rape of a girl upto 12 years of age, there will be a punishment of
death or rigorous imprisonment of not less than 14 years which may extend to
imprisonment for life that is for remainder period of person’s natural life
Another provision approved is under section 376D A of the IPC, where a girl upto 12 years
of age is raped by one or more persons constituting a group, each of those persons shall
be deemed to have committed the offence of rape and will be punished with death or
rigorous imprisonment for a term which will not be less than 20 years, but which may
extend to life along with a fine.
Such a fine shall be just and reasonable to meet the medical expenses and rehabilitation
of the victim. Any fine imposed under this section will be paid to the victim,
Cabinet approves promotion of agricultural mechanisation for insitu
management of crop residue in the states of Punjab, Haryana,
Uttar Pradesh and NCT of Delhi
The Cabinet Committee on Economic Affairs chaired by the Prime
Minister Shri Narendra Modi, has given its approval for promotion
of Agricultural Mechanization for in-situ Management of Crop
Residue in the States of Punjab, Haryana and Uttar Pradesh and
NCT of Delhi.
The total outgo from the Central funds would be Rs. 1151.80
crore (Rs. 591.65 crore in 2018-19 and Rs. 560.15 crore in 2019-
20).
Components of the Scheme
Establish Farm Machinery Banks for Custom Hiring of in -situ crop residue management
machinery.
i. Financial assistance @80% of the project cost will be provided to the cooperative
societies of the farmers, FPOs, Self Help Groups, Registered Farmers Societies/
Farmers Group, Private Entrepreneurs, Group of Women Farmers.
ii. Financial Assistance to the farmers for Procurement of Agriculture Machinery and
Equipment for in -situ crop residue management. Financial assistance @50% of the
machinery/ equipment will be provided to individual farmer for crop residue
management.
Abandoning milch cow to attract fine in Haryana
Abandoning milch cows will soon attract a fine in Haryana with the state
government working on enacting a law to punish the guilty.
Chief Minister Manohar Lal Khattar, addressing a press conference in
Chandigaarh , said his government had already enacted the “Gauvansh
Sanrakshan and Gausamvardhan” Act for protecting cows.
Also, the government had tagged cattle in gaushalas to track their location.
“Similarly, we will tag domestic cattle in homes. This will help ascertain
ownership if the cattle is abandoned.
This done, abandoning cattle will attract a fine of Rs 5,000

NABARD extended over 15K cr financial support to
Haryana in FY18

The National Bank for Agriculture and Rural Development
(NABARD) extended financial support of Rs 15,787 crore for
agriculture and rural development in Haryana during 2017-18.
The support was extended for providing financial assistance to
farmers, rural artisans, creation of rural infrastructure and
procurement of food grains in the state.
Food Corporation of India has purchased over 9.54 lakh MT
of wheat and Haryana Warehousing Corporation has
purchased over 13.88 lakh MT.
Sirsa district was leading in wheat arrival, where over
10.27 lakh MT of the crop had been procured followed by
Karnal, which recorded more than 8.54 lakh MT of wheat
arrival.
NABARD also sanctioned a term loan of Rs 55
crore for establishing a mega food park at IMT
Rohtak to HAFED.

Haryana govt signs MoU with PGIMER for newborn screening
Haryana Health Minister Anil Vij
MoU was signed with PGIMER, Chandigarh for training ophthalmologists
posted in government hospitals for screening of retinopathy of prematurity
in premature babies.
Apart from this, a sum of Rs 545.7 lakh has been sanctioned for tertiarylevel
treatment of 511 children.
Haryana to host World Union of wholesale markets in Gurugram
Haryana will host the next World Union of Wholesale Markets (WUWM)
Conference at Gurugram in the month of October 2018

International fruits and vegetable market being set up at Gannuar,

Rs 600 cr in second phase of AMRUT in Haryana
Sewerage, drinking water supply and drainage system will be improved in Haryana by spending Rs 600 crore
on nine projects in seven towns under the second phase of the Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) scheme.
Under the second phase of AMRUT,
a sum of Rs 41.88 crore would be spent to improve the sewerage system in Bahadurgarh,
Rs 49.49 crore in Yamunanagar,
Rs 57.55 crore in Hisar,
Rs 163.09 crore in Rohtak
Rs 99.99 crore in Palwal.

Rs 95 crore would be spent on the drinking water supply system.
A sum of Rs 8.13 crore would be spent on the drainage system in Sirsa.
Under the first phase of AMRUT, the sewerage system was being
improved at a cost of Rs 436 crore in Karnal, Sonipat and Ambala.
About 180 km of sewerage lines would be laid in two years in Karnal at
a cost of Rs 178 crore, 10,500 manholes will be made and sewerage
connections would be given to 9,216 households,
Similarly, a 150-km-long sewerage line would be developed by
spending Rs 144 crore in Ambala city, 8,875 manholes will be made
Atal Mission for Rejuvenation and Urban Transformation
The scheme was launched by Prime Minister Narendra Modi in June
2015 with the focus to establish infrastructure that could ensure
adequate robust sewage networks and water supply for urban
transformation by implementing urban revival projects

As many as 401 ‘vyayamshalas’, built over two acres each to
promote sports activities, were inaugurated across Haryana on
May 5.

‘Fit India Programme’,

the Haryana government has decided to open sports nurseries
where children between 6 and 15 years of age would be
trained according to their interests.
Haryana to reduce power tariff for MSMEs
Haryana CM announced that for MSMEs having power connection below 20 kw,
the tariff is going to be reduced from present Rs 6.75 per unit to Rs 4.75 per
unit.
The new tariff will be effective from May 1

from December 1-4 in Chandigarh .
The main theme of the event this year will be ‘How to double farmers’ income’.
Lightning strike not act of God, treat it like calamity: Punjab and
Haryana HC
The Punjab and Haryana high court has clarified that the death of a person after a
lightning strike cannot be an “act of God” and that such cases should be treated like
any other natural calamity.
The court has also said that “lightning can be compared with earthquake and
tsunami, for which no person can be held responsible and which may strike at any
time“.

The court, however, said, “The lightning causes death because heavy current passes
through the body, damaging several parts and largely affects the poor people of the
lower strata who work in open even during the rain.
Therefore, I hereby hold that lightning is a natural
calamity which, all of a sudden, causes loss of life and it is the duty of the state to protect the human
life, in terms of Article 21 of the Constitution, and if it is not so, then at least to compensate the families
who suffer the loss of their breadwinners or others by way of payment of compensation from the
Natural Calamities Relief Fund,” held the judge.
Diversion of Gurgaon-Manesar expressway: NGT slaps cost of Rs 30,000 on
Haryana for not filing reply.

The National Green Tribunal has slapped a cost of Rs 30,000 on the Haryana government for
not filing its reply on a plea opposing the diversion of a 12-km stretch of Gurgaon-Manesar
expressway.
The state government and its Forest Department have not filed their replies despite specific
direction of the tribunal on January 30.
The green panel directed that the cost be deposited with the Legal Aid Committee of the
NGT.

The green panel was hearing a plea filed by Haryana-resident Harinder Dhingra opposing the
construction of the proposed new route for Gurgaon-Manesar Express Highway in the forest
area of the Aravalli Range as it was in violation to the provisions of the Forest (Conservation)
Act 1980.
According to the petitioner, a nearly 12-km stretch of the highway was diverted by the
authorities from Sohna Road via Tikli, Shaktpur and Shikohpur to Aravalli forests.

“In the Aravalli, apart from deemed forests, the land is recorded as ‘gair mumkin pahar’
(non-cultivable hill), ‘gair mumkin rada’ (foothills, pastures), ‘gair mumkin be hed’ (ravine
foothills), ‘banjar beed’ (grassy foothills) and ‘rundh’ (rocky areas between two hills).
All these lands are protected either under the Aravalli notification dated May 7, 1992 or
the Forest Conservation Act, 1980, or by orders of the Supreme Court and the NGT.

The destruction of Aravalli will led to straying of leopards outside their habitat into the
open space which will be readily-available by constructing a proposed highway and will
result into clash between human and animal as men will be encroaching home.
