WAIVER FOR INDIA
- India is all set to get a waiver from the punitive US law called Countering America’s Adversaries Through Sanctions Act (CAATSA) + , which will allow New Delhi to ink the Rs 39,000 crore deal for five advanced S-400 Triumf air defence missile systems from Russia later this year without facing the threat of financial sanctions from Washington.

NOTES
- The final piece of legislation will exempt three countries, India, Indonesia and Vietnam, from the sanctions regime under CAATSA, which seeks to deter countries from buying Russian weapon systems or Iranian oil.
- The US Senate and House Armed Services Committee, in a joint conference report to the National Defense Authorisation Act-2019 in Washington, provided a modified waiver to section 231 of CAATSA.

- CAATSA will also figure in the inaugural “twoplus two” dialogue between Sitharaman and foreign minister Sushma Swaraj with their American counterparts, Mattis and Pompeo, which is now slated for September 6 in New Delhi after being cancelled twice.
WHY WASN’T CHINA INVOLVED IN ALL OF THIS?
- Countering America’s Adversaries Through Sanctions Act, CAATSA – On August 2, 2017, President Donald Trump signed it into law.
- On 13 April 2015, the chief executive of the Russian state-run arms trader Rosoboronexport has confirmed that China secured a contract with his company for the purchase of the S-400 air defence systems.
