NOTES
Under the present circumstances in Jammu and Kashmir, a unilateral ceasefire is a bold move but is it not enough to secure peace in the region, even though it puts security
forces in risk. Analyse.
WHAT HAPPENED
•In a bold move, the Center has announced a unilateral ceasefire in Jammu and Kashmir during the holy month of Ramzan.
•The Union government has asked security forces not to launch operations in Jammu and Kashmir during Ramzan, but said that the forces could retaliate if attacked, “or if
essential to protect the lives of innocent people”.
ORIGIN
• J&K Chief Minister Mehbooba Mufti told reporters that the Government of India should consider a “unilateral ceasefire” in the state in the same way that former Prime Minister Atal
Bihari Vajpayee had done
• Her statement, days ahead of Ramzan, was referring to an announcement by Vajpayee on November 19, 2000: “The holy month of Ramzan… is soon approaching. The government has,
therefore, instructed the security forces not to initiate combat operations against militants in Jammu & Kashmir during this most pious month in the Islamic calendar.”
NOTES
• In July 2000, a group of Hizb commanders had declared a unilateral ceasefire, which was later withdrawn.
• The government seemed to believe it had an opening for talks with Pakistan, and the Ramzan ceasefire call was seen as a step toward this.

AFTERMATH
As an end result the number of terrorists operating in the state increased drastically, resulting in intense counter-terrorist operations in 2001 and 2002 by the security forces to neutralize
the added numbers. Pakistan based terrorist organisations like the Jaish-e-Mohammad got an opportunity to invigorate their cadre and this led to the attack on the Indian Parliament, which
took the two countries to the brink of War.
The Union Government has declared “suspension of operations” in Kashmir during the holy month of Ramadan.
REACTION
The first set back to the initiative came within hours of the same being announced with the
terrorist outfit, Lashkar-e-Toiba (LeT), rejecting the same. LeT has termed cessation of operations as “treachery to the martyrs.”
ANTI INDIA PROPAGANDA
Even in 2016, BBC reported that 8 different terror attacks had been carried out by the Muslim terrorists during the Ramadan month and in one single attack in Baghdad (out of these 8
attacks), more than 160 people were killed.
