WHAT ARE INTELLECTUAL PROPERTY RIGHTS?

• They usually give the creator an exclusive right over the use of his/her creation for a certain period of time.

The Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) is an international legal agreement between all the member nations of the World Trade Organization (WTO). It sets down minimum standards for the regulation by national governments of many forms of intellectual property (IP) as applied to nationals of other WTO member nations. WE NEED TO WORK ON IPR AND OUR OWN TECHNOLOGIES

India has accumulated several technologies gained through Transfer of technology (ToT) agreements but for any design adjustments in the platforms, we have to go back to the original manufacturer. We are at a stage where design or IP accounts for over 50% of the cost. In some cases it is 70-80. Indigenisation results in cost savings of about 50-70%.

MISSION RAKSHA GYAN SHAKTI

As part of the ongoing initiatives to enhance selfreliance in defence, the Mission Raksha Gyan Shakti aims to provide a boost to the IPR culture in indigenous defence industry.

KEY HIGHLIGHTS

• Mission Raksha Gyan Shakti has been instituted by the Department of Defence Production as a part of the ongoing initiatives to enhance selfreliance in defence.
• The mission aims to provide a boost to the IPR culture in indigenous defence industry.
• The Directorate General of Quality Assurance (DGQA) has been entrusted with the responsibility of coordinating and implementing the programme. The end objective of the programme is to inculcate IP culture in Indian defence manufacturing ecosystem.

IP FACILITATION CELL

• It was established in April this year.
• To achieve ambitious targets of training 10,000 personnel of Ordnance Factories (OFs) and Defence Public Sector Undertakings (DPSUs) on IPR.
• To facilitate filing of at least 1,000 new IPR applications.

 NOTES

• Between March and October this year, 5,283 people have been trained and 204 IPRs have been filed.
• The first level of IPs will be filed with the Controller of Indian Patents which would then take them up at the global level.
