PM Vishwakarma Yojana Scheme: PM Vishwakarma Yojana is launched on the occasion of Prime Minister Narendra Modi’s 73rd birthday on the 17th of September 2023. The launching event takes place at the India International Convention and Expo Centre also named as YashoBhoomi Convention Center in Dwarka. PM Vishwakarma Yojana was announced by Finance Minister Smt. Nirmala Sitaraman during her 2023-2024 budget speech. The full name of PM Vishwakarma Yojana is PM Vishwakarma Kaushal Samman Yojana. It is also known by other name i.e. “PM VIKAS Yojana” or “PM Vishwakarma Yojana”. On the 16th of August 2023, the Union Cabinet gave its nod to implement PM Vishwakarma Yojana in the whole of India. The date fixed by Union Cabinet to launch it is on 17th of September 2023. PM Vishwakarma Yojana is going to launch on the occasion of Vishwakarma Jayanti on 17-08-2023.

What is PM Vishwakarma Yojana?

PM Vishwakarma Scheme is an initiative that operates as a Central Sector Scheme and boasts a substantial financial allocation of Rs. 13,000 crore.  The designated timeframe for its implementation spans five years, encompassing FY 2023-24 through FY 2027-28. Under the PM Vishwakarma scheme, the artisans and craftspeople will be provided recognition through a PM Vishwakarma certificate and ID card, Credit Support up to Rs.1 lakh (First Tranche) and Rs.2 lakh (Second Tranche) with a concessional interest rate of 5%.

The primary goal of PM Vishwakarma Yojana 2023 is to fortify and foster the time-honoured Guru-Shishya parampara, a lineage-based tradition where artisans and craftsmen adeptly ply their traditional skills using handcrafted techniques and tools.

Additionally, the Vishwakarma scheme endeavours to enhance both the calibre and accessibility of products and services originating from these skilled artisans, while also facilitating the seamless integration of Vishwakarma practitioners into both local and international value chains.

To apply for the PM Vishwakarma Yojana 2023 online, follow these steps:

Step 1: Registration

  • Visit the PM Vishwakarma Yojana Official Portal (https://pmvishwakarma.gov.in/) starting from September 17, 2023.
  • Register using your mobile number and Aadhar Card.
  • Verify your Mobile Number and Aadhar Card through OTP Authentication.

Step 2: Fill in the Registration Form

  • After verification, fill in the PM Vishwakarma Yojana Registration Form with your details, including Name, Address, and Trade-related Information.
  • Submit the Registration Form.

Step 3: Download Your Digital ID and Certificate

  • Upon successful registration, you can download the PM Vishwakarma Digital ID and Certificate for future reference.

Step 4: Login and Apply

  • Log in to the PM Vishwakarma Yojana Portal using your credentials.
  • You can apply for different scheme components on the portal.
  • Upload the required documents as specified in the scheme details.
  • Submit the Application Form for consideration.

Step 5: Verification and Disbursement

  • Officials will verify the received applications.
  • Collateral-free loans under PM Vishwakarma Yojana will be disbursed with the help of Commercial Banks, Regional Rural Banks, and Other Financial Institutions.

Artists and Craftspeople can also register and apply for PM Vishwakarma Yojana at their nearest Common Services Centre (CSC). The Government of India is planning to develop a PM Vishwakarma Yojana Mobile App for registration.

Features of PM Vishwakarma Yojana 2023

  • Recognition and Support: Artisans and craftspeople enrolled in the program will receive a PM Vishwakarma certificate and an identity card. They will also be eligible for collateral-free credit support, with the first tranche being up to ₹1 lakh and the second tranche up to ₹2 lakh, both at a concessional interest rate of 5%.
  • Skill Development and Empowerment: The Vishwakarma Yojana is allocated a budget of ₹13,000 crore to ₹15,000 crore for a five-year period from 2023-2024 to 2027-2028. The scheme offers a stipend of ₹500 for skill training and ₹1,500 for the purchase of modern tools.
  • Scope and Coverage: This initiative covers 18 traditional trades, spanning both rural and urban areas. These trades include carpenters, boat-makers, blacksmiths, potters, sculptors, cobblers, tailors, and more.
  • Registration and Implementation: Artisans can register for the Vishwakarma Yojana at common services centres in villages. While the central government provides funding for the scheme, it also seeks support from state governments.
  • Integration with Value Chains: A key objective of the program is to seamlessly integrate artisans into both domestic and global value chains. This integration aims to enhance their market access and opportunities for growth.

The scheme targets artisans specializing in 18 traditional trades, which encompass professions like carpentry, boat crafting, blacksmithing, armour crafting, hammer and tool kit manufacturing, locksmithing, goldsmithing, pottery, sculpting, stone carving, cobbling, masonry, production of baskets, mats, and brooms, coir weaving, traditional doll and toy crafting, barbering, garland making, laundry services, tailoring, and fishing net making.

  • Loans up to Rs. 1,00,000/- will be provided at 5% Interest Rate in 1st Phase.
  • Loans up to Rs. 2,00,000/- will be provided at 5% Interest Rate in 2nd Phase.
  • Skill Training will also Provided.
  • A stipend of Rs. 500/- per Day will be provided during the Training Period.
  • Rs. 15,000/- will be provided to Purchase Advance Tools.
