Issue
- SRO 202 was issued by Govt. of Jammu and Kashmir on 30 June 2015 and remains applicable thereafter.
- It is made up of an entire set of rules which primarily puts any new recruit on a probation for a period of 5 years on minimum salary , much lesser than the original salary.
Reasons for protests

- Supreme Court Judgement of equal pay for equal work
- Anti Youth policy
- The educated, skilled and well qualified candidates when selected for a Government job after passing through written tests and interviews conducted by recruiting agencies of JK ,competing thousands of applied candidates at state ,divisional and district levels are paid a meagre salary of 7000 to 8000 per month after appointment working equally as co employees who were appointed before 30.06.2015 and paid full salary.
- J&K being employment deficient, most of the youth get employed in thirties and are left with less service to serve departments which ranges between 20 to 28 years.
- The Class IV employees working in the department are getting higher than the newly appointed employee with skilled technical hands (Non-Gazetted) and counted at top in working class employees which results in inferiority complex and causes less devotion towards performing duties with zeal and zest.
