• The Public Affairs Centre (PAC) releases the Public Affairs Index (PAI) annually.
• The index measures the quality of the governance of India states at the subnational level. It uses a Composite Index (CI) to rank Indian states and Union Territories.
• पब्लिक अफेयर्स सेंटर (PAC) सालाना पब्लिक अफेयर्स इंडेक्स (PAI) जारी करता है।
• सूचकांक उपराष्ट्रीय स्तर पर भारत के राज्यों के शासन की गुणवत्ता को मापता है। यह भारतीय राज्यों और केंद्र शासित प्रदेशों को रैंक करने के लिए एक समग्र सूचकांक (CI) का उपयोग करता है।

• PAI is annually released by Public Affairs Centre a Not-for-Profit Organization (NPO) based in Bengaluru (Karnataka).
• It measures Governance in the states and union territories of India.

• According to the 6^th edition of the Public Affairs Index (PAI 2021) report the top 3 slots have been taken by Puducherry, J&K and Chandigarh in UT category.
• पब्लिक अफेयर्स इंडेक्स (पीएआई 2021) के छठे संस्करण की रिपोर्ट के अनुसार शीर्ष 3 स्लॉट पुडुचेरी, जम्मू-कश्मीर और चंडीगढ़ द्वारा यूटी श्रेणी में लिए गए हैं।
• Public Affairs Index (PAI 2021) ranks the states and Union Territories based on three pillars of equity, growth and sustainability along with 5 themes, 14 Sustainable Development Goals (SDG’s) and 43 indicators.
• पब्लिक अफेयर्स इंडेक्स (पीएआई 2021) 5 विषयों, 14 सतत विकास लक्ष्यों (एसडीजी) और 43 संकेतकों के साथ इक्विटी, विकास और स्थिरता के तीन स्तंभों के आधार पर राज्यों और केंद्र शासित प्रदेशों को रैंक करता है।
• Apart from looking at governance performance in the context of sustainable development defined by equity, growth and sustainability pillars, PAI 2021 also features analysis of five Centre-sponsored schemes that aid in key development parameters of health, education and livelihoods.

• These schemes are:
  Mahatma Gandhi Rural Employment Guarantee Scheme, National Health Mission, Integrated Child Development Services, Samagra Siksha Abhiyan, and Midday Meal Scheme.

• The report also includes ranking of the states on the basis of their performance during the COVID-19 pandemic, apart from a Delta Analysis measuring year-on-year performance and Cluster Analysis of states.

• The report shows that the States which have emerged as the top performers in the COVID-19 Response Index have shown better performance in the pillar of growth under sustainability development goals that deals with health and well-being.
