THE DELHI POLLUTION CRISIS
WHAT JUST HAPPENED
- The Environment Pollution (Prevention and Control) Authority declared a public health emergency in the Capital as pollution levels entered the ‘severe plus’ category
POLLUTION LEVELS AND INDICATORS
- An AQI between 0-50 is considered ‘good’, 51-100 ‘satisfactory’, 101-200 ‘moderate’, 201- 300 ‘poor’, 301-400 ‘very poor’ and 401-500 ‘severe’.
- Above 500 falls in the ‘severe-plus emergency’ category.
NOTES
- The AQI takes into account five chief pollutants – particulate matter with a diameter less than 10 micrometres (PM10), PM2.5, ozone (O3), nitrogen dioxide (NO2) and carbon monoxide (CO).
- The higher the AQI value, the greater the level of air pollution and health concerns.
NATIONAL AIR QUALITY INDEX
- The National Air Quality Index (AQI) was launched in New Delhi on September 17, 2014, under the Swachh Bharat Abhiyan.
- There are six AQI categories, namely Good, Satisfactory, Moderately polluted, Poor, Very Poor, and Severe.
EMERGENCY
- Measures announced under GRAP(Graded Response Action Plan)- Severe+ or Emergency- (PM 2.5 over 300 µg/cubic metre or PM10 over 500 µg/cu. m. for 48+ hours):
- Stop entry of trucks into Delhi (except essential commodities).
- Stop construction work.
- Introduce odd/even scheme for private vehicles and minimise exemptions.
- Task Force to decide any additional steps including shutting of schools.
- DELHI CM’S LETTER Delhi Chief Minister Arvind Kejriwal’s letter to Union Environment Minister Mr. Prakash Javdekar seeking urgent and immediate measures to end stubble burning.
ISSUES
- No Combine harvester or combiner is being allowed to operate, this season, without the Super Straw Management System (SMS) installed on it.
DELHI DEPUTY CHIEF MINISTER MANISH SISODIA
- 63,000 machines provided by the Centre to curb stubble burning cannot help 26 lakh farmers.
