This is a Central Sector Scheme, fully funded by the Central Government.
यह एक केंद्रीय क्षेत्र की योजना है, जो पूरी तरह से केंद्र सरकार द्वारा वित्त पोषित है।

Recently, the Ministry is implementing a Central Sector Scheme namely Rashtriya Vayoshri Yojana (RVY) under which free of cost assistive devices are provided to those senior citizens who suffer from age related disabilities/infirmities, and belong to BPL category.
हाल ही में, मंत्रालय राष्ट्रीय वयोश्री योजना (आरवीवाई) नामक एक केंद्रीय क्षेत्र की योजना लागू कर रहा है, जिसके तहत उन वरिष्ठ नागरिकों को मुफ्त सहायक उपकरण प्रदान किए जाते हैं जो उम्र से संबंधित अक्षमताओं / दुर्बलताओं से पीड़ित हैं, और बीपीएल श्रेणी से संबंधित हैं।

The Scheme will be implemented through the sole implementing agency – Artificial Limbs Manufacturing Corporation (ALIMCO), a PSU under the Ministry of Social Justice and Empowerment.
यह योजना एकमात्र कार्यान्वयन एजेंसी – कृत्रिम अंग निर्माण निगम (ALIMCO) के माध्यम से लागू की जाएगी, जो सामाजिक न्याय और अधिकारिता मंत्रालय के तहत एक सार्वजनिक उपक्रम है।

Importance of the Scheme

योजना का महत्व

As per the Census figures of 2011, the population of senior citizens in India is 10.38 crore, 70% of these live in rural areas.
2011 की जनगणना के आंकड़ों के अनुसार, भारत में वरिष्ठ नागरिकों की जनसंख्या 10.38 करोड़ है, इनमें से 70% ग्रामीण क्षेत्रों में रहते हैं।
A sizeable percentage (5.2%) of the senior citizens suffers from some sort of disabilities related to old age.
वरिष्ठ नागरिकों का एक बड़ा प्रतिशत (5.2%) वृद्धावस्था से संबंधित किसी प्रकार की अक्षमता से ग्रस्त है।
Projections indicate that the number of elderly populations will increase to around 173 million by 2026.
अनुमानों से संकेत मिलता है कि 2026 तक बुजुर्ग आबादी की संख्या बढ़कर लगभग 173 मिलियन हो जाएगी।
The Government has hence devised the Central Sector Scheme to provide Physical aids and Assisted Living Devices for such senior citizens suffering from age related disabilities/ infirmities, who belong to BPL category.
इसलिए सरकार ने ऐसे वरिष्ठ नागरिकों के लिए शारीरिक सहायता और सहायक जीवित उपकरण प्रदान करने के लिए केंद्रीय क्षेत्र की योजना तैयार की है, जो उम्र से संबंधित विकलांगों / दुर्बलताओं से पीड़ित हैं, जो BPL श्रेणी से संबंधित हैं।
Vaccine diplomacy is the branch of global health diplomacy in which a nation uses the development or delivery of vaccines to strengthen ties with other nations.
वैक्सीन डिप्लोमेसी वैश्विक स्वास्थ्य कूटनीति की शाखा है जिसमें एक राष्ट्र अन्य देशों के साथ संबंधों को मजबूत करने के लिए टीकों के विकास या वितरण का उपयोग करता है।
Senior Citizens, belonging to BPL category and suffering from any of the age-related disability/infirmity viz. Low vision, Hearing impairment, Loss of teeth and Locomotor disability will be provided with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested.
वरिष्ठ नागरिक, बीपीएल श्रेणी से संबंधित हैं और किसी भी उम्र से संबंधित विकलांगता / दुर्बलता से पीड़ित हैं। कम दृष्टि, सुनने की दुर्बलता, दांतों की हानि और लोकोमोटर विकलांगता को ऐसे सहायक-जीवित उपकरण प्रदान किए जाएंगे जो उनके शारीरिक कार्यों में लगभग सामान्य स्थिति को बहाल कर सकते हैं, प्रकट विकलांगता / दुर्बलता पर काबू पा सकते हैं।

Salient Features of the Scheme

योजना की मुख्य विशेषताएं

Free of cost distribution of the devices, commensurate with the extent of disability/infirmity that is manifested among the eligible senior citizens.
योग्य वरिष्ठ नागरिकों के बीच प्रकट होने वाली विकलांगता / दुर्बलता की सीमा के अनुरूप उपकरणों का मुफ्त वितरण।
In case of multiple disabilities/infirmities manifested in the same person, the assistive devices will be given in respect of each disability/impairment.
एक ही व्यक्ति में प्रकट होने वाली कई अक्षमताओं / दुर्बलताओं के मामले में, प्रत्येक विकलांगता / हानि के संबंध में सहायक उपकरण दिए जाएंगे।
ALIMCO will undertake one-year free maintenance of the aids & assisted living devices.
ALMICO एड्स और सहायक जीवित उपकरणों के एक साल के मुफ्त रखरखाव का कार्य करेगा।
Beneficiaries in each district will be identified by the State Governments/UT Administrations through a Committee chaired by the Deputy Commissioner/District Collector.
प्रत्येक जिले में लाभार्थियों की पहचान राज्य सरकारों/संघ राज्य क्षेत्र प्रशासनों द्वारा उपायुक्त/जिला कलेक्टर की अध्यक्षता में एक समिति के माध्यम से की जाएगी।
As far as possible, 30% of the beneficiaries in each district shall be women.
जहां तक संभव हो, प्रत्येक जिले में 30 प्रतिशत लाभार्थी महिलाएं होंगी।
The Central and the State Governments/UT Administrations shall ensure wide publicity to the Scheme so that adequate awareness is created among the potential beneficiaries and their families as well as the general public about the existence of the Scheme and the benefits available under it.
केंद्र और राज्य सरकारें/संघ राज्य क्षेत्र प्रशासन इस योजना का व्यापक प्रचार सुनिश्चित करेंगे ताकि संभावित लाभार्थियों और उनके परिवारों के साथ-साथ आम जनता के बीच योजना के अस्तित्व और इसके तहत उपलब्ध लाभों के बारे में पर्याप्त जागरूकता पैदा की जा सके।
