UPSC PERSPECTIVE
Above topic is important for UPSC Prelims

MAINS PAPER 3:
Internal Security under the topic Various Security forces & agencies & their mandate.

The Uttar Pradesh Police is set to launch a first of its kind dial-FIR scheme in the country where a common man can register regular crimes without going to a police station.

e-FIR(through the internet)or dial-FIR scheme in the state.

UP is the first state to do that.

Online database for criminal (UP is the second state to do that)

Punjab was the first state to make an online database for the criminals.

ONLINE DOSSIER OF CRIMINALS

To combat crime, an online dossier of criminals in the state has also been prepared.

The investigating officers in various districts of the state will be given 22,000 new i-pads soon on which we have fed a dossier of over 1-lakh small and big criminals.

Once they reach a crime spot they will show photos of the probable suspects of the area and other places, based on initial leads.

This will be like a regular FIR, under similar sections of IPC, and people need not come to the police station to get a case registered.

A two-month pilot project conducted on it in Ghaziabad has been found to be successful

All the small paper application-based things like getting
domestic help verification,
lost and found complaint,
obtaining permission for taking out a procession,
getting a character certificate from the police.

A total of 22 domains of police permissions can be obtained from home online, without the citizen coming to the police station, he said.

POLICE FIR

The information about the commission of a cognizable offence given to a Police officer is “first information” and the corresponding report is understood to mean the “First Information Report (FIR)”. It is a Document written by a Police officer on the register prescribed by the state government.

Why is FIR Needed?
An FIR is a very important document against a cognizable offence as it sets the process of criminal justice in motion. It is only after the FIR is registered in the police station that the police take up investigation of the case.

Who can lodge an FIR?
Any person who is a victim of any cognizable offence or who is a witness to any such offence or who has knowledge about the commission of any such offence can lodge an F.I.R.
