Importance of PMAY

  • Today, there is a shortage of more than 4 Cr houses in rural areas, of which more than 90% households are BPL – SECC 2011 => of 24.39 crore households, 17.91 crore live in villages.
  • Of these, 10.69 crore households are considered as deprived.
  • Between now and 2030, India will have to build a new Chicago every year if it wants to meet the urban demand
  • SDG 11: make cities and human settlements inclusive, safe, resilient and sustainable

 Components of PMAY

  • Launched in 2014, it has two components: – PMAY-Grameen under MoRD
  • Target: pucca house (~3 Cr) with amenities by 2022 – PMAY-Urban under MoHUA
  • Target: create 1.2 Cr affordable houses by 2022

PMAY-Grameen

  • Aim: pucca house, with basic amenities, to all houseless households and those households living in kutcha house, by 2022
  • Beneficiaries: as per SECC 2011 verified by Gram Sabha
  • Minimum size = 25 sq.mt. (earlier 20 sq.mt.)
  • Unit assistance = – 1.2 L in plains (earlier 70k) – 1.3 L in hilly, difficult and IAP districts (earlier 75k)
  • Beneficiary entitled to 90/95 person days of unskilled labor from NREGA
  • Convergence with other programs for toilet, water, electricity, LPG, etc.
  • Monitoring through e-governance model – AwaasSoft and AwaasApp

PMAY-Urban

  • Aim: Housing for EWS & LIG by 2022 – EWS = annual income < 3 Lakh – LIG = annual income b/w 3 to 6 Lakh
  • Eligibility: family should not own a pucca house
  • Components: 1. In-situ slum redevelopment (1 L / house) 2. *Affordable housing in partnership with pvt. sector (1.5 L / house) 3. Credit linked subsidy scheme 4. Beneficiary-led construction/enhancement (1.5 L)
